A POTÊNCIA DO ESPAÇO POLÍTICO DAS RUAS: UMA ANÁLISE DOS IMPACTOS DAS JORNADAS DE JUNHO DE 2013

Resumo: | In early June 2013, dozens students and public transportation users took to the streets in various parts of Brazil to protest against increases in public transportation fares. After a week and a half of demonstrations, the protests not only spread to large and medium-sized cities, but also took on a broader character, covering issues such as severe police repression against protesters, and the right to protest. Thereafter, general support for protesters increased when excessive police force was documented on social media and on alternative media sites. With this growing support, the focus of the protests expanded again to address the poor quality of public services, public sector mismanagement, government corruption and the immense public investment in "mega-events" such as the World Cup in 2014 and the 2016 Olympic Games. Known as the June Days of 2013 (JJ-2013), this protest movement was the second largest wave of demonstrations held in the country after the end of military dictatorship (1985) and symbolized the end of the political quietness that had long anesthetized political mobilizations in the country. The return of marches to the streets and squares represented the rediscovery of the potency of the street (and open spaces in the city) as a political space. Based on this premise, it is argued here that the street, a space of political confrontation and political action, has a political potency to institute effects - political impacts. In this perspective, this work analyzes the relationship and the connection between the streets and the spaces of the constituted powers. The main objective is to assess and make a balance between the demands of the protesters and their repercussions in institutional spaces. For this, a thorough analysis was carried out, based on the survey of legislative measures and proposals announced and adopted by the legislative and executive powers during the period from June to December 2013. After eight years since the end of JJ-2013, it also sought to evaluate the sustainability or durability of the instituted political impacts related to the demonstrations. |

Após uma semana e meia de manifestações, os protestos não apenas se espalharam pelas grandes e médias cidades, como também assumiram um caráter mais amplo, abrangendo temas como a severa o direito de protestar. O apoio geral às manifestações aumentou quando excessiva força policial foi documentada nas mídias sociais e nos sites de mídia alternativa. Com este apoio crescente, o foco dos protestos expandiu-se novamente para abordar a má qualidade dos serviços públicos, a má gestão pelos governos, a corrupção e o imenso montante de recurso público investido em "megaeventos", como a Copa do Mundo de 2014 e os Jogos Olímpicos de 2016. Conhecidas como Jornadas de Junho de 2013 (JJ-2013), esse movimento de protesto foi a segunda maior onda de manifestações realizadas no país após o fim da ditatura militar (1985), e simbolizou o fim da quietude política que há tempos anestesiava as mobilizações políticas no país. O retorno de marchas às ruas e praças representou a redescoberta da potência da rua (e espaços abertos da cidade) enquanto espaço político. Apoiado nessa premissa, argumenta-se que a rua, espaço do confronto político e da ação política, possui uma potência política de instituir efeitos – impactos políticos. Nessa perspectiva, este trabalho analisa a relação e a conexão entre as ruas e os espaços dos poderes constituídos. O principal objetivo é avaliar e fazer um balanço entre as demandas dos manifestantes e a repercussão dessas nos espaços institucionais. Para isso, fez-se uma minuciosa análise, a partir do levantamento de medidas e proposições legislativas anunciadas e adotadas pelos poderes legislativos e pelo poder executivo durante o período de junho a dezembro de 2013. Passados oito anos desde o fim das JJ-2013, buscou-se, também, avaliar a sustentabilidade ou a durabilidade dos impactos políticos instituídos relacionados às manifestações.
