Defesa : Curitiba, 23/05/2022Inclui referências: p. 153-161Resumo: O período posterior à Segunda Guerra Mundial é marcado pelo surgimento de instituições e regras internacionais que, a partir de uma perspectiva foucaultiana, são compreendidas como reflexo da racionalidade neoliberal existente. Para Foucault, ao se estabelecer uma racionalidade de governo são necessários elementos como o saber, a verdade e o poder, os quais a consolidam e a realimentam. O autor nomeia de governamentalidade essa racionalidade que se desenvolveu ao longo da história e que tem como foco a população, forma de saber a economia política e é composta por táticas e estratégias de governo. O poder, nessa visão, não é possuído, mas sim exercido, sendo a luta por ele perpétua e multiforme. Assim, tendo em vista as relações internacionais, nessa tese procura-se compreender o exercício de poder e a materialização da governamentalidade que opera em âmbito internacional. Nesse sentido, a governamentalidade global é essa racionalidade foucaultiana aplicada à política internacional a partir de uma visão pós-estruturalista das Relações Internacionais. Nesse viés, essa perspectiva apresenta-se como um instrumento para o estudo da promoção do desenvolvimento como um saber e do estudo das políticas e ações internacionais em prol desse saber, compreendido como desenvolvimento sustentável. Nesse espectro, o Banco Mundial é uma instituição internacional financiadora do desenvolvimento que estabelece diretrizes e normas dentro dessa racionalidade neoliberal. Dessa forma, ao se analisarem projetos de desenvolvimento financiados pela instituição relativos à temática nutrição e segurança alimentar com foco na administração pública, delineou-se como o conhecimento se relaciona à prática governamental. O objetivo dessa tese, portanto, foi o de compreender e identificar, tendo como foco o desenvolvimento, o exercício de poder e a materialização da governamentalidade global a partir da relação entre conhecimento e a prática de governo. Nesse sentido, por meio dessa análise empírica se desenvolveu um modelo de análise circular nomeado de Círculo de Exercício de Poder sob uma Perspectiva Foucaultiana. Esse círculo é composto por quatro aspectos – verdade e discurso propagados, concretização do estabelecimento do conhecimento, exercício do poder e internalização – os quais tem como base o entendimento do funcionamento circular entre saber, verdade e poder e que se autoalimentam demonstrando a materialidade da governamentalidade global.Abstract: The period following World War II was marked by the emergence of international institutions and rules which, from a Foucaultian perspective, can be understood to reflect the prevailing neoliberal rationality. For Foucault, to establish the rationality of government, elements such as knowledge, truth and power, which consolidate and provide feedback to it, are needed. Foucault uses the term governmentality to refer to the rationality that has developed during the course of history whose focus is the population, whose form of knowledge is political economy and which consists of government tactics and strategy. Power, in his view, is not possessed but exercised, and the struggle for it is perpetual and multiform. The present thesis therefore attempts to understand, from the perspective of international relations, the exercise of power and the materialization of governmentality in an international context. In this sense, global governmentality is this Foucaultian rationality applied to international politics from a post-structuralist view of international relations. In such an approach, this perspective is an instrument for studying the promotion of development as knowledge and international policies and actions favoring this knowledge, which is understood as sustainable development. The World Bank is an international development finance institution that establishes guidelines and standards within this neoliberal rationality. Thus, when development projects related to nutrition and food security financed by the institution and with a focus on public administration were analyzed here, we showed how knowledge is related to government practice. The aim of this thesis was therefore to understand and identify, with a focus on development, the exercise of power and the materialization of global governmentality based on the relationship between knowledge and government practice. This empirical analysis was used to develop a circular analysis model called Circle of the Exercise of Power from a Foucaultian Perspective.
