Organization of municipal electoral campaigns: the case of Guarulhos in 2016

Resumo: | The article aims to discuss the organization of election campaigns at the municipal level. The survey walked from the questions: Has the process of professionalization, described by international literature and in Brazil, reached the majority campaigns in the municipalities? If in positive case so, how and what are the characteristics of this process in local election campaigns? How is the physical structure of the parties and the number of people involved to carry out paid and voluntary activities during the election period expanded? How are the financial resources of the parties allocated and distributed in campaign management? To answer these questions, PSB and DEM election campaigns were selected in Guarulhos (2016), where do not have access to HGPE on radio and television. We examined the financial dynamics of the campaigns, and conducted interviews with party leaders. The main results indicate that professionalization is being incorporated unevenly and to different degrees depending on the resources available, the strategies and the profile of candidates. |

A pesquisa caminhou a partir das perguntas: o processo de profissionalização, descrito pela literatura internacional e no Brasil, alcançou as campanhas majoritárias nos municípios? Em caso positivo, como e quais são as características desse processo nas campanhas eleitorais locais? Como se dá a expansão da estrutura física dos partidos e do número de pessoas envolvidas para a realização de atividades remuneradas e voluntárias durante o período eleitoral? Como são alocados e distribuídos os recursos financeiros dos partidos no gerenciamento das campanhas? Para responder a essas questões, foram selecionadas as campanhas de 2016, de PSB e Democratas, em Guarulhos, cidade onde os partidos não têm acesso ao HGPE no rádio e na televisão. Examinamos a dinâmica financeira das campanhas, e realizamos entrevistas com líderes dos partidos.
