PARTICIPATION, INTEGRATION AND PARADIGMS AS ANALYSIS VARIABLES OF THE REGIONAL ENVIRONMENT MANAGEMENT THROUGH THE RIVER BASIN MANAGEMENT COMMITTEES

Resumo: | This paper analyses the performance of three river basin committees on the managing of environmental-hydrological problems in a Brazilian metropolitan area. For such analysis three concepts, here defined as variables: participation, (inter- and intra-sectorial) integration and the dominant paradigm about the environment in the decision (and management) arenas were used. The conceptual basis of the analysis is the institutionalism approach from the research area Policy Analysis, where the researchers Fritz Scharpf and Elinor Ostrom propose that the interaction among political actors results in changes that run in a cyclic process. Theses changes are not just technical, but also institutional changes. Here the institutional results were analyzed against the literature about the proposed variables. This way, the participation is analyzed through a Ladder scale, by ARNSTEIN (1969), the integration among research areas and administrative sectors is analyzed through the continuum proposed by Scandinavian authors of Planning, CICIN-SAIN (1993a) and WELP (2000). The third variable, however, is a classification created by the researcher using a literature which proposes and discusses a new environmental paradigm against an outdated falling one. Focusing on the environmental-hydrological problem – the regional water pollution -, we propose a possible scaling variable for such paradigm. The paper is based on data from 41 interviews with major playing role actors in the regional arena for the managing of the environmental problems in the metropolitan area. With such qualitative and quantitative data we propose an institutional result for the three arenas – the three river basin committees – according to the exposed variables. |

Como arenas de acción para solución de los problemas ambientales de la región se analizan los resultados institucionales de los modos de interacción entre actores. Para análisis se usan tres conceptos, aquí identificados como variables: participación, integración (inter- e intra- sectorial) y paradigma dominante en relación al medioambiente. Como base para el análisis institucional de la gestión, se busca el abordaje de autores Fritz Scharpf y Elinor Ostrom. Esos autores entienden el proceso político de la interacción entre actores como generador de resultados, no sólo físico-cuantitativos, pero también institucionales. Y, teniéndose esos resultados institucionales, se propone utilizar clasificaciones encontradas en la literatura para el análisis de los aspectos citados. Así, en las estructuras institucionales resultantes, la variable participación es analizada frente a la escalera propuesta por ARNSTEIN (2002 orig. 1969), la variable integración a través del continuo propuesto por autores escandinavos de planificación CICIN-SAIN(1993a) y WELP(2000) y una tercera variable, creada por los autores basándose en la literatura sobre un nuevo paradigma ambiental, y especificada en ese caso, para la cuestión hídrica ambiental. Se trata de un estudio de múltiplos casos, donde se espera un resultado sinergético, a pesar de sus independencias institucionales de los casos. El análisis parte de una investigación cuanti- y cualitativas basada en entrevistas (estructuradas y semiestructuradas) a 41 actores de la arena regional de gestión del medio ambiente. Se propone, al final, resultados institucionales para gestión de los tres comités, basado en la evaluación de las entrevistas frente a principios expuestos en la literatura que propone las clasificaciones de cada variable (dimensión).Este artigo tem como objetos de pesquisa as atuações de três Comitês de Gerenciamento de Bacia Hidrográfica (CGBH) na gestão de problemas ambientais hídricos de uma região metropolitana brasileira. Como arenas de ação para solução dos problemas ambientais da região analisam-se os resultados institucionais dos modos de interação entre atores. Para análise usa-se três conceitos, aqui identificados como variáveis: participação, integração (inter- e intra-setorial) e paradigma dominante em relação ao meio ambiente. Como base para a análise institucional da gestão, busca-se a abordagem de autores Fritz Scharpf e Elinor Ostrom. Esses autores entendem o processo político da interação entre atores como gerador de resultados, não só físico-quantitativos, mas também institucionais. E, tendo-se esses resultados institucionais, propõe-se utilizar classificações encontradas na literatura para a análise dos aspectos citados.
