SOCIAL RESPONSIBILITY AND THE MANAGEMENT OF SOCIAL ACTIONS: A COMPARATIVE STUDY IN THE SUGAR AND ETHANOL SECTOR

Resumo: This study approaches some possibilities of social activities management to improve the incorporation of values of Corporative Social Responsibility (CSR). It proposes a comparative analysis of management structures of these actions in two sugar-cane mills aiming to understand if different purposes conduct to a conception toward CSR. Two sugar-cane mills in the São Paulo State are taken as object of study. Company “A” has a foundation that manages social programs. Company “B” develops these projects through a structure linked to the sugar-cane mill itself. For this purpose, secondary data and in-depth interviews were carried out with social assistants from these companies. The results showed that the development of the social projects is marked by the initiative of the owners of these companies. Founded by families, they are characterized by presenting models of CSR management relatively similar, but they also keep their distinct aspects. Both companies are at the stage that social activities are enforced to minimize the conflicts with the society because of the negative externalities produced by them. The social projects are centered within the sugar-cane mills, and the community (internal and external) participates only at some stages of the decision process jeopardizing the construction of social emancipation and partnership that could lead to the development of new organizational values. However, it is a window in the social structure that can be explored.

However, it is a window in the social structure that can be explored.Este texto aborda las posibilidades de la gerencia de las acciones sociales fortalezcan la incorporación de los valores de la Responsabilidad Social Corporativa (RSC). Propone un análisis comparativo de las estructuras de gerencia de esas acciones en dos centrales de caña de azúcar, a fin de comprender si propuestas diferenciadas las conducen a una concepción más cercana de la RSC. EL estudio fue desarrollado en dos unidades productoras del Estado de São Paulo. La empresa “A” posee una fundación que administra los programas sociales. La empresa “B” desarrolla esos proyectos mediante una estructura atraillada a la propia central. Se utilizaron datos secundarios y entrevistas en profundidad con asistentes sociales de las centrales. Los resultados mostraron que el desarrollo de los proyectos sociales es marcado por la iniciativa de los propietarios en las empresas investigadas. Presentan modelos de gestión de las acciones sociales relativamente similares. Las dos organizaciones se encuentran en la práctica que las acciones sociales ocupan el papel de amenizar los conflictos con la sociedad, en función de las externalidades negativas provocadas por ellas. Los proyectos sociales son centralizados en las centrales, siendo que la comunidad (interna y externa) poco participa de los procesos decisorios, dificultando la construcción de la emancipación social y sociedades que pudiesen conducir a la construcción de nuevos valores organizacionales. Sin embargo, es una fisura en el tejido social que puede ser explorada.Este texto aborda as possibilidades do gerenciamento das ações sociais fortalecerem a incorporação dos valores da Responsabilidade Social Corporativa (RSC).  Propõe uma análise comparativa das estruturas de gerenciamento dessas ações em duas usinas de cana-de-açúcar, a fim de compreender se propostas diferenciadas as conduzem a uma concepção mais próxima da RSC. O estudo foi desenvolvido em duas unidades produtoras do Estado de São Paulo. A empresa “A” possui uma fundação que gerencia os programas sociais. A empresa “B” desenvolve esses projetos por meio de uma estrutura atrelada à própria usina. Utilizaram-se dados secundários e entrevistas em profundidade com assistentes sociais das usinas. Os resultados mostraram que o desenvolvimento dos projetos sociais é marcado pela iniciativa dos proprietários nas empresas pesquisadas. Apresentam modelos de gestão das ações sociais relativamente similares. As duas organizações encontram-se no estágio que as ações sociais ocupam o papel de amenizar os conflitos com a sociedade, em função das externalidades negativas por elas provocadas. Os projetos sociais são centralizados nas usinas, sendo que a comunidade (interna e externa) pouco participa dos processos decisórios, dificultando a construção da emancipação social e parcerias que pudessem conduzir para construção de novos valores organizacionais.
