A MODEL FOR FLEXIBILITY ANALYSIS IN THE BRAZILIAN AUTOMOTIVE INDUSTRY: A CASE STUDY PERFORMED IN THREE CAR ASSEMBLY PLANTS

Resumo: | Flexibility is brought about by the interaction of factors both within and outside a company. We can therefore assert that the attainment of flexibility is dependent on the type of process employed, the product, the market, competition strategies, organization and labor relations. In short, it will depend on the whole range of relations within the company and in the management of the work involved. Among the new strategies being implemented by automotive assembly plants in Brazil, new network production systems such as the “industrial condominium” and the “modular consortium” stand out as means toward achieving flexibility. In this context, the aim of this study is to analyze flexibility in the Brazilian automotive field based on case studies in three automotive plants. These studies show that the process of attaining flexibility bears greater relation to organizational factors rather than to technological ones. We present an analysis model which focuses on flexibility variables in companies operating in this field. These variables have been classified into two categories: internal and external. On the basis of the proposed model, the study shows that the Brazilian context presents excellent conditions for setting up a type of automotive plant with a predominantly assembly plant profile, where flexibility can be achieved without any legally imposed obligation to invest in technology. The methodology used in this study includes bibliographical research in Brazilian and international publications, field work carried out through interviews with employees working at different levels, active observation and analysis of company documents. |

Así, la necesidad de flexibilidad está vinculada al tipo de proceso, de producto, de mercado, de estrategia competitiva, de organización y de relaciones de trabajo, es decir, va a depender de todo el objetivo de relaciones de la firma y de la gestión del trabajo. En particular en Brasil, de entre las nuevas estrategias implementadas por las montadoras automovilísticas, se destaca la adopción de nuevos sistemas productivos en red, tais como el condominio industrial y lo consorcio modular, como forma de obtención de mayor flexibilidad. En este contexto, el objetivo de este trabajo es analizar la flexibilidad en el sector automovilístico brasileño, en base a estudios de caso de tres plantas. A partir de estos estudios, se verifica que la obtención de la flexibilidad está más asociada a factores organizacionales que a factores tecnológicos. Se presenta, todavía, un modelo de análisis que enfoca las variables de la flexibilidad en las empresas de este sector, clasificadas en dos categorías: internas y externas. El estudio de las empresas, a partir del modelo propuesto, muestra que el contexto brasileño ofrece condiciones buenísimas para la implantación de uno tipo de fábrica automovilística con perfil predominante de montadora, que obtiene flexibilidad sin que haya una obligación legal de inversión en tecnología. La metodología utilizada en este trabajo abarca recogida bibliográfica nacional e internacional y estudio de campo, realizado mediante entrevistas con funcionarios de diferentes niveles, observación participante y análisis de los documentos de las empresas.A flexibilidade é resultante da interação de fatores extra- e intra-empresa. Em particular no Brasil, dentre as novas estratégias implementadas pelas montadoras automobilísticas, destaca-se a adoção de novos sistemas produtivos em rede, tais como o condomínio industrial e o consórcio modular, como forma de obtenção de maior flexibilidade. Neste contexto, o objetivo deste trabalho é analisar a flexibilidade no setor automobilístico brasileiro, com base em estudos de caso de três plantas.
