A LOOK AT PUBLIC TRANSPARENCY AS RELATED TO FINANCING EDUCATION: A BUDGET LAWS ANALYSIS

Resumo: In this article, the transparency of budget laws is discussed and the quality of the information made available regarding education goals in the 2014-2017 budget cycle of municipalities in the Brazilian state of Paraná is verified. Initially, we observe how these laws and their content are presented, creating, then, an index of publicity profile. After that, seven municipalities are selected to investigate aspects related to the intelligibility of the information. It was observed that problems related to the access to publicity and intelligibility of these laws hinder social control.

En primer lugar, se observa la forma en que se presentan esas leyes y qué tipo de información contienen y se elabora un índice de perfil de publicidad. Después, se seleccionan siete municipios para averiguar aspectos relativos a la inteligibilidad de la información. Se constataron problemas relacionados al acceso, a la publicidad y a la inteligibilidad de esas leyes que comprometen el control social.O artigo discute a transparência das leis orçamentárias e verifica a qualidade das informações disponibilizadas no que se refere às metas para a educação, no ciclo orçamentário 2014-2017, em municípios paranaenses. Inicialmente, observa-se a forma como essas leis são apresentadas e que tipo de informações contêm, e cria-se um índice de perfil de publicidade. Depois, são selecionados sete municípios para averiguar aspectos relativos à inteligibilidade das informações.
