A Fragile Democracy without democratic values: Brazil in the 21st century

Resumo: Jair Bolsonaro’s election in 2018 shocked academic and political circles. However, if we look back at Brazil’s historical and political trajectory, his election should not come as a surprise. We discuss, based on the concept of hybrid political culture, the election of Bolsonaro as a reflection of the fragility of Brazilian democracy. Based on the analysis of quantitative and qualitative data from the Seventh Wave of World Values Survey collected in 2018 and 2019, we characterize the political culture of Brazilians as authoritarian and conservative, despite a general support for the democratic idea. This political culture has contributed to the development of an inertial democracy that is not sustained in democratic values. Political history also shows that Brazilian politics has a pattern of instability. Our conclusions indicate that democracy remains fragile in Brazil due to its non-democratic values, exacerbated by the election of a president who clearly defends an authoritarian outcome.

Sin embargo, si miramos hacia atrás en la trayectoria histórica y política de Brasil, su elección no debería sorprendernos. Discutimos, a partir del concepto de cultura política híbrida, la elección de Bolsonaro como reflejo de la fragilidad de la democracia brasileña. Con base en el análisis de datos cuantitativos y cualitativos de la Séptima Ola de la Encuesta de Valores Mundiales recopilados en 2018 y 2019, caracterizamos la cultura política de los brasileños como autoritaria y conservadora, a pesar de un apoyo general a la idea democrática. Esta cultura política ha contribuido al desarrollo de una democracia inercial que no se sustenta en valores democráticos. La historia política también muestra que la política brasileña tiene un patrón de inestabilidad. Nuestras conclusiones indican que la democracia sigue siendo frágil en Brasil debido a sus valores no democráticos, exacerbados por la elección de un presidente que defiende claramente un desenlace autoritario.A eleição de Jair Bolsonaro em 2018 surpreendeu muitos meios acadêmicos e políticos. A sua eleição, no entanto, é coerente com a história e a cultura política do Brasil. A partir do conceito de cultura política híbrida, consideramos a eleição um reflexo da fragilidade da democracia no país. A análise de dados quantitativos e qualitativos da sétima onda da Pesquisa Mundial de Valores coletados no Brasil entre 2018 e 2019 permite caracterizar a cultura política dos brasileiros como autoritária, conservadora e antidemocrática, apesar de apoio genérico à democracia. Tal cultura política contribui para a existência de uma democracia inercial, sem valores democráticos. Já a história política evidencia que a instabilidade parece ser a regra no país, não a exceção.
