Critical junctures and the limits of historical neo-institutionalism

Resumo: In the last forty years, the renewed interest in the study of institutions has opened an opportunity to consider the importance of power asymmetries in politics. However, historical neo-institutionalism does not convincingly address this issue, and the heuristic tools developed to understand institutional dynamics are part of the problem. Here we analyze the concept of critical juncture, used to illustrate stages of major institutional changes. Critical junctures overestimate the role of contingent factors in institutional development, and underestimate that of power. Two analogous concepts, bounded change and focal institutionalization, are proposed in order to illustrate processes where power asymmetries play a determining role in institutional development.

Sin embargo, el neo-institucionalismo no abordó convincentemente este asunto y las herramientas heurísticas desarrolladas para comprender la dinámica institucional son parte del problema. Aquí se analiza el concepto de coyuntura crítica, utilizado para ilustrar etapas de grandes cambios institucionales. Las coyunturas críticas, tal como son concebidas, sobrestiman el rol de factores contingentes. Se proponen dos conceptos análogos, cambio acotado e institucionalización focal, a fin de ilustrar procesos donde las asimetrías de poder desempeñan un rol determinante en el desarrollo institucional.Nos últimos quarenta anos, o renovado interesse pelo estudo das instituições abriu uma oportunidade para considerar a importância das assimetrias de poder na política. No entanto, o neoinstitucionalismo histórico não aborda esta questão de forma convincente e as ferramentas heurísticas desenvolvidas para compreender a dinâmica institucional são parte do problema. Aqui é analisado o conceito de conjuntura crítica, usado para ilustrar etapas de grandes mudanças institucionais. As conjunturas críticas, como são concebidas, superestimam o papel dos fatores contingentes e subestimam o poder.
