Twenty years of the Dinheiro Direto na Escola Program: a critical look at the interference in public school and financial management

Resumo: This article concerns the Dinheiro Direto na Escola Program (PDDE), one of the Union's financing policies for K-12 education, managed by the National Fund for Education Development (FNDE). It is focused on the conditions offered by the Program for the school and financial management, discussing influences and interferences for the school managers and pointing possible strengths and weaknesses after 20 years (1995-2015) of its implementation. The study highlights the need to increase the volume of additional financial resources from the Union to the public schools. The values transferred from the PDDE, even with their expansion in recent years, are still scarce and do not meet the real political-pedagogic needs. This can be considered as one of the reasons for the lack of real results in the improvement of the quality of the Brazilian K-12 education. Even though the funding by itself does not guarantee the quality of education, we acknowledge its essential importance to promote actions that can expand teaching and learning situations with social quality.

Ao longo do texto é possível acompanhar uma breve análise histórica do Programa, desde a sua criação, em 1995, até os dias atuais, já que o Programa continua em vigência.
