Resumo: The form of the State affects the design of public policies. In Brazil, one of the hallmarks of federalism is the confrontation of unequal characteristics in favor of the egalitarian development of different regions. In this context, this article aims to present the historical construction of federalism in Brazil and the repercussions of this federative dynamism on education financing, focusing on the institution of funds, Fundef and Fundeb. The advances and obstacles of these policies are presented, as well as the expectations regarding the new Fundeb, recently approved, as a potential instrument to correct the failures of the previous funds.

En ese contexto, este artículo tiene como objetivo presentar la construcción histórica del federalismo en Brasil y la repercusión de ese dinamismo federativo en el financiamiento de la educación, con foco en la institución de los fondos, Fundef y Fundeb. Se presentan los avances y obstáculos de estas políticas, así como las expectativas sobre el nuevo Fundeb, recientemente aprobado, como un potencial instrumento para corregir las fallas de los fondos anteriores.A forma de Estado repercute no desenho das políticas públicas.
