The study focuses on the relations between financial resources transferred straight to public schools via government programs from the municipal government of São Paulo), and the promotion of education quality and democratic management of the school. It is shown that the financial resources contribute to education quality regarding the operationalization, infrastructure, acquisition of teaching materials and the school’s daily maintenance. They promote the development of pedagogical projects, which, when articulated with the usage of financial resources, can work as inducing factors of democratic management and contribute to the school's autonomy. The study aims to contribute to the debate on education policies, having in sight the context of implementation of the National Education Plan.
