Resumo: The article presents a critical reflection on the right to Early Childhood Education in São Gonçalo/RJ, a city located in the metropolitan region of the state of Rio de Janeiro. As an objective, we sought to problematize some challenges, dilemmas and tensions in relation to the expansion of attendance to the right to Early Childhood Education and its financing, especially day care, with emphasis on the Municipal Education Plan (PME, in Portuguese) of the city. The reflections are based on the theoretical-methodological perspective of the Case Study, articulated to a set of social, economic, demographic and political-educational issues, in the local sphere. As a result, it appears that the right to Early Childhood Education in the municipality is far from being fully implemented, given the weaknesses in achieving Goals 1 and 20 of the Municipal Education Plan.

Como objetivo, se buscó problematizar algunos desafíos, dilemas y tensiones en relación con la expansión del derecho a la educación infantil y su financiamiento, especialmente la guardería, con énfasis en el Plan Municipal de Educación (PME) de la ciudad. Las reflexiones se basan en la perspectiva teórico-metodológica del Estudio de Caso, articulada a un conjunto de cuestiones sociales, económicas, demográficas y político-educativas en el ámbito local. Como resultado, se infiere que el derecho a la Educación Infantil en el municipio está lejos de su plena efectividad, dadas las debilidades para la consecución de las Metas 1 y 20 del Plan Municipal de Educación.O artigo apresenta uma reflexão crítica sobre o direito à Educação Infantil no município de São Gonçalo/RJ, cidade localizada na região metropolitana do estado do Rio de Janeiro. Como objetivo, buscou-se problematizar alguns desafios, dilemas e tensões em relação à expansão do atendimento ao direito à Educação Infantil e ao seu financiamento, especialmente a creche, com destaque ao Plano Municipal de Educação (PME) da cidade. As reflexões fundamentam-se na perspectiva teórico-metodológica do Estudo de Caso, articuladas a um conjunto de questões sociais, econômicas, demográficas e político-educacionais, na esfera local.
