Social Control in the Financing of Basic Education: citizenship and the formation of couselors

Resumo: The article deals with social control in the financing of education, supported by reflections arising from a continuing education course offered, in 2020, to municipal councilors from Fundeb and education, public managers and students in the area of education. It aims to reflect on the praxis of these councils in RS, from an extension action of continuing education. The qualitative approach methodology was based on document analysis and participant observation for data construction and analysis. Among some conclusions, it is understood that the praxis of the councils is directly linked to the knowledge that the people who make them up have about the financing of education, the monitoring and control in the application of resources, as well as the real capacity of representation of its segments. It is necessary to continue reflecting on these issues in order to enhance the performance of the councils for monitoring and social control of the Fundeb.

Tiene como objetivo reflexionar sobre la praxis de estos consejos en RS, a partir de una acción de extensión de la educación permanente. La metodología de enfoque cualitativo se basó en el análisis de documentos y la observación participante para la construcción y análisis de datos. Entre algunas conclusiones, se entiende que la praxis de los consejos está directamente ligada al conocimiento que las personas que los componen tengan sobre el financiamiento de la educación, el seguimiento y control en la aplicación de los recursos, así como la capacidad real de representatividad de sus segmentos. Se destaca la necesidad de continuar reflexionando sobre estos temas para mejorar el desempeño de los consejos de seguimiento y control social de la Fundeb.O artigo trata do controle social no financiamento da educação, apoiado em reflexões oriundas de um curso de formação continuada ofertado, no ano de 2020, aos conselheiros municipais do Fundeb e da educação, gestores públicos e estudantes da área de educação. Objetiva refletir sobre a práxis desses conselhos no RS, a partir de uma ação de extensão de formação continuada. A metodologia, de abordagem qualitativa, pautou-se na análise documental e na observação participante para construção e análise dos dados. Dentre algumas conclusões, compreende-se que a práxis dos conselhos está diretamente ligada ao conhecimento que as pessoas que os compõem têm sobre o financiamento da educação, o acompanhamento e controle na aplicação dos recursos, bem como a capacidade real de representatividade de seus segmentos.
