A China na política externa do terceiro governo Lula: cem dias de reconstrução

Resumo: In this paper, we analyzed the Brazilian Foreign Policy (i.e PEB in Portuguese) focusing on Brazil-China relations, considering the first one hundred days of the new administration of Luiz Inácio Lula da Silva (2023-current). We argue that relations with China, after facing tensions during the Jair Bolsonaro administration (2019-2022), are once again playing a strategic role for Brazil. Lula administration began to look for opportunities to strengthen the Brazilian government's goals related to domestic development (in particular, reindustrialization and technological development). At the global level, the search has been for China's support to strengthen agendas and positions that can project Brazilian interests and give the country a leading international role. We conclude that both internal challenges and external constraints can affect relations with China to achieve the listed domestic and external objectives. The paper used a bibliographical review and the collection of primary data as methodology.

Como pergunta de pesquisa, questionamos qual tem sido o lugar da China e como o Brasil buscou enfrentar os desafios de recuperar as relações bilaterais nos primeiros cem dias de governo Lula. Argumentamos que as relações com a China, após passarem por tensionamentos durante a gestão de Jair Bolsonaro (2019-2022), voltaram a ter um papel estratégico para o Brasil. Em âmbito bilateral, a administração Lula passou a buscar oportunidades para fortalecer metas do governo brasileiro relativas ao desenvolvimento interno (em especial, de reindustrialização e desenvolvimento tecnológico). Na esfera global, a busca tem sido por apoio da China para o fortalecimento de pautas e posicionamentos que podem projetar os interesses brasileiros e dar mais protagonismo ao país. Como métodos, realizamos uma revisão bibliográfica, cobrindo artigos científicos e livros, além de uma análise de documentos e dados governamentais, discursos de autoridades e fontes jornalísticas.
