Brazil at the United Nations Conference on the Human Environment: Amazon, territorial occupation and the environment in the international scenario

Resumo: The article aims to analyze the performance of Brazil during the United Nations Conference on the Human Environment, also known as the StockholmConference, which took place in 1972. The Conference consisted in the first moment in which, within the scope of the UN, countries organizedthemselves at a global event to address environmental issues. At the time, several issues contributed to guide the Brazilian position, such as theprojects of the military regime for the national territory and the ideas of restricting growth that circulated in some organizations. In this context, theresearch aims to analyze how Brazil positioned itself in the first UN Conference on the environment. To this end, a documental analysis will be carriedout, in which official sources will be used, such as the statements of Brazilian representatives and the reports of the Brazilian delegation. The analysisof Brazilian foreign policy at the Conference allows us to conclude that the country was considerably reluctant in relation to the treatment ofenvironmental issues at the international level, that its main objective at that time was development and that no measure could limit this objective. Inshort, it was defended that policies relating to the environment were the exclusive concern of each country.

A Conferência consistiu no primeiro momento em que, no âmbito da ONU, os países se organizaram em um evento global para tratar das questões ambientais. Na ocasião, diversas questões contribuíram para pautar a posição brasileira, como os projetos do regime militar para o território nacional e as ideias de restrição ao crescimento que circulavam em alguns meios. Nesse contexto, a pesquisa visa analisar de que forma o Brasil se posicionou na primeira Conferência da ONU sobre o meio ambiente. Para tanto, será feita uma análise documental, em que serão utilizadas essencialmente fontes oficiais, como os pronunciamentos dos representantes brasileiros e os relatórios da delegação do Brasil. A análise da política externa brasileira à Conferência permite concluir que o país teve uma posição consideravelmente cética e relutante em relação ao tratamento das questões ambientais em âmbito internacional, que seu principal objetivo naquele momento era o desenvolvimento e que nenhuma medida poderia limitar esse objetivo.
