The rise of the radical right in Eastern Europe and the persecution of the LGBTQIA+ rights: understanding the cases of Hungary (2012-2022) and Poland (2015-2022)

Resumo: This paper aims to highlight the relationship between the rise of the radical right in Eastern Europe, from the 1990s onwards, and the breach of LGBTQIA+ rights in Hungary (2012-2022) and Poland (2015-2022). Furthermore, making use of the exploratory qualitative methodology, the specific goals are: (I) expose the main events at the domestic and international level directly related to the rise of the radical right in the region; (II) highlight the similarities and differences regarding the narratives involving the LGBTQIA+ rights in both countries; (III) highlight the international responses to these violations of rights. Thus, the problem-question can be characterized as: why did the radical right of Eastern Europe start to adopt with such vehemence the persecution of the LGBTQIA+ population rights as part of their political agendas in the 21st century? Therefore, the hypothesis is that the transnationalization of the LGBTQIA+ fight is understood by some segments of the International Society as a form of ideological imposition from the West and, therefore, must be fought in defense of local culture and values.

Además, haciendo uso de la metodología cualitativa exploratoria, los objetivos específicos son: (I) exponer los principales acontecimientos a nivel nacional e internacional directamente relacionados con el ascenso de la derecha radical en la región; (II) resaltar las similitudes y diferencias sobre las narrativas que involucran los derechos LGBTQIA+ en ambos países; (III) destacar las respuestas internacionales a estas violaciones de derechos. Así, la pregunta problema se caracteriza por: ¿por qué la derecha radical de Europa del Este empezó a adoptar con tanta vehemencia la persecución de los derechos de la población LGBTQIA+ como parte de sus agendas políticas en el siglo XXI? Por lo tanto, la hipótesis es que la transnacionalización de la lucha LGBTQIA+ es entendida por algunos segmentos de la Sociedad Internacional como una forma de imposición ideológica de Occidente y, por tanto, debe ser combatida en defensa de la cultura y los valores locales.O presente artigo visa evidenciar a relação entre a ascensão da direita radical no Leste Europeu, a partir da década de 1990 e o descumprimento de direitos LGBTQIA+ na Hungria (2012-2022) e Polônia (2015-2022). Ademais, fazendo uso da metodologia qualitativa explicativa, vinculada à ferramenta analítica de estudo comparativo, tem-se como objetivos específicos: (I) expor os principais eventos a nível doméstico e internacional diretamente relacionados à ascensão da direita radical na região; (II) destacar as similaridades e diferenças acerca das narrativas envolvendo os direitos LGBTQIA+ nos dois países; (III) evidenciar as respostas internacionais para com essas infrações de direitos. Assim, a pergunta-problema caracteriza-se como: por que a direita radical do Leste Europeu passou a adotar com tanta veemência a perseguição aos direitos da população LGBTQIA+ como parte de suas agendas políticas no século XXI?
