Democratic social cohesion and conflict deterrence: Latin America and covid-19 in Eclac/UN documents

Resumo: The prescriptive propositions of the Economic Commission for Latin America and the Caribbean (Eclac) suggest to various social segments that efforts should be concentrated on the construction of policies to overcome difficulties exacerbated by the pandemic on the region. Actions that generate democratic social cohesion appear to avoid insoluble conflicts that tend to worsen after the health crisis caused by Sars-CoV-2. The documents indicate some policies that generate consensus based on the defense of rights and social justice. However, in the prescriptions for political and economic actions, there is a difficulty in dealing with the authoritarian enclaves that block the advances of democratic practices in the region. This paper aims to understand the ambiguities and ambivalences present both in the diagnoses and prescriptions contained in the Eclac materials produced during 2020 and 2021.

As ações geradoras de coesão social democrática aparecem como uma maneira de evitar conflitos insolúveis que tendem a se agravar após a crise sanitária provocada pelo Sars-CoV-2. Nos documentos, são indicadas algumas políticas que gerem consensos assentados na defesa dos direitos e da justiça social, porém, nas prescrições de ações políticas e econômicas, há uma dificuldade em lidar com os enclaves autoritários que bloqueiam os avanços de práticas democráticas na região.
