The qualification has been practiced in recent years of the twentieth century and the first decade of this century as a public policy able to reduce the levels of unemployment in many countries worldwide. Specifically in the case of Brazil, it gained prominence as a public policy since 1996 when it was running the National Qualification (PLANFOR) and later the National Social and Professional Qualification (PNQ) from 2003. The proposal PNQ was to minimize distortion evidenced in PLANFOR. In this case, the establishment of priority public focused on the creation of ten segments victimized by processes of social exclusion and discrimination and the application of resources directed the Worker Support Fund (FAT). Among the ten related segments was chosen for the analysis segment of rural workers due to their social and economic vulnerability. Seeking to contextualize the actions of the Public Policy Professional Qualification in rural areas was taken as the base city of Itaguai the State of Rio de Janeiro. This municipality from the XXI century acquired new economic and social characteristics due to the expansion of its port directed to the attention of government to the urban area. In the same period there was a decrease in the number of farms. In light of these findings the aim of this thesis was to examine how public policies of professional qualification, under the aegis of the PNQ, were executed in the city in order to enable rural workers could find opportunities to work in rural areas, despite the strong call to work in urban Itagua?.
