This technical report critically analyzes the main norms of relevance to the stricto sensu postgraduate programs in an associative way. From the analysis of the history of the professional postgraduate and the complexity of the postgraduate in associative form, the MEC and Capes Ordinances were analyzed, besides the last Regulation of the Professional Master in Public Administration in National Network (Profiap). After the due analysis, the plans of interventions were presented with suggestions of norms with the suggested improvements.
