Resumo: This paper seeks to analyze the dynamics of the Legislative Branch in Brazilian foreign policy and the importance of the Committee on Foreign Relations and National Defense (CREDN), seeking to ascertain its capabilities to influence the Brazilian international agenda. The main objective is to observe how the production of some legal norms object of the legislative process occurred over 20 years, from 1995 to 2015, for international relations and to observe how the deliberative space of CREDN contributed to the Legislative Power being considered a domestic actor capable of influencing foreign policy, even if it has such limited powers by the Brazilian Constitution. Thus, the general analysis unfolds under the consideration of which domestic elements impact a country's foreign policy decisions. Based on this, we seek to answer to what extent the CREDN contributes to legislative production and what is the dimension of the Legislative Branch in the conduct of foreign policy.

O principal objetivo é observar como ocorreu a produção de algumas normas jurídicas objetos do processo legislativo ao longo de 20 anos, de 1995 a 2015, para as relações internacionais e observar como o espaço deliberativo da CREDN contribuiu para que o Poder Legislativo seja considerado um ator interno capaz de influir sobre a política externa, mesmo que disponha de competências tão limitadas pela Constituição brasileira. Assim, a análise geral se desenrola sob a consideração de que elementos domésticos impactam as decisões de política externa de um país.
