História da educação e documentos oficiais: o que dizem sobre a cidadania no Brasil?

Resumo: The citizenship in the school environment becomes a relevant topic as we have a Constitution that is considered as a “citizen constitution”, marking the norms that guide the Brazilian State. In this sense, this study aims to analyze the history of Brazilian education and its link with citizenship, as well as what the official documents that govern Brazilian education regarding citizenship point out. This study is a bibliographic review that discuss and presents what the following Brazilian documents bring in relation to the development of citizenship at school: Law of Guidelines and Bases (LDB), National Education Plan (PNE), National Curriculum Guidelines (DCN), and National Guidelines on Human Rights Education (DNEDH). The prevalence of citizenship is evident in all documents governing national education. It should be noted that despite the responsibilities being defined, there are still no rules of federative cooperation sufficiently regulated. It results in a discontinuity of policies, scarcity of resources, disarticulation of programs, among other problems that have been occurring for some time in Brazil, making it difficult to actual practice what is found in the documents.

Nesse sentido, esse estudo busca analisar a história da educação brasileira e sua vinculação com a cidadania, bem como o que apontam os documentos oficiais que regem a educação brasileira no que diz respeito à cidadania. Trata-se de um estudo de revisão bibliográfica que discute e apresenta o que os seguintes documentos trazem em relação ao desenvolvimento da cidadania na escola: Lei de Diretrizes e Bases (LDB), Plano Nacional de Educação (PNE), Diretrizes Curriculares Nacionais (DCN) e Diretrizes Nacionais da Educação em Direitos Humanos (DNEDH). Fica evidente a prevalência da cidadania em todos os documentos que regem a educação nacional.
