Resumo: | In order to monitor the Information Technology Governance situation in the Federal Public Administration (APF) in Brazil, the Federal Audit Office (TCU) has been conducting questionnaire surveys every two governance and IT management provided by laws, regulations, technical standards and international best practice models. And, with the aim of stimulating improvements in IT governance in the APF, the TCU created, under the 2010 survey, the IT governance index (iGovTI). This index seeks to reflect, in a general way, the IT governance situation of each evaluated organization. Currently (2017), iGovTI evaluates organizations in four stages: initial, basic, intermediate and improved. In this context, the research linked to this problem seeks to identify with the ICT managers of Brazilian APF organizations of the "initial" capacity stage, why they do not adopt good practices in their respective organizations. The nature of this research is classified as applied, with data approach in quantitative and qualitative form. The objectives are of an explanatory nature, with technical procedures that classify it as experimental research. The questionnaire answered through the application of the survey, sent to the organizations of initial stage in iGovTI, were considered as results of this evaluation. This questionnaire collected information related to the organization, its participants dedicated to the area of IT Governance, as well as collecting data and information related to IT Governance in the organization, in order to achieve the objective of our study. As main results, we recognize that ITIL, COBIT and PMBOK are the best practices best known and used in Early Stage organizations. And although in most organizations there are financial resources dedicated to the area, the difficulties with technical knowledge about IT Governance and good practices in managing and managing IT services stand out from the other difficulties. With this, we can conclude that, in addition to the existing awareness about the importance of aligning IT with the strategic objectives of the organization, actions and dedication are also necessary for the area, not just planning. |

With this, we can conclude that, in addition to the existing awareness about the importance of aligning IT with the strategic objectives of the organization, actions and dedication are also necessary for the area, not just planning.Com a finalidade de acompanhar a situação da Governança de Tecnologia da Informação na Administração Pública Federal (APF) do Brasil, o Tribunal de Contas da União (TCU) vem realizando a cada dois anos, desde 2007, levantamentos baseados em questionários que abordam práticas de governança e de gestão de TI previstas em leis, regulamentos, normas técnicas e modelos internacionais de boas práticas. E, com o objetivo de estimular melhoras na governança de TI na APF, o TCU criou, no âmbito do levantamento de 2010, o índice de governança de TI (iGovTI). Este índice busca refletir, de forma geral, a situação de governança de TI de cada organização avaliada. Atualmente (2017), o iGovTI avalia as organizações em quatro estágios: inicial, básico, intermediário e aprimorado. Neste contexto, a pesquisa ligada a essa problemática busca identificar junto aos gestores de TIC de organizações da APF brasileira de estágio de capacidade "inicial", o porquê da não adoção das boas práticas em suas respectivas organizações. A natureza desta pesquisa é classificada como aplicada, com abordagem de dados de forma quantitativa e qualitativa. Os objetivos são de natureza explicativa, com procedimentos técnicos que a classificam como pesquisa experimental. Foram considerados como resultados dessa avaliação, os questionamentos respondidos por meio da aplicação do survey, enviado às organizações de estágio inicial no iGovTI. Este questionário coletou informações relacionadas à organização, sobre seus participantes dedicados à área de Governança de TI, além de coletar dados e informações relacionadas à Governança de TI na organização, a fim de atingir o objetivo do nosso estudo. Como principais resultados, reconhecemos que o ITIL, COBIT e o PMBOK são as boas práticas mais conhecidas e utilizadas em organizações de estágio Inicial. E que, apesar de na maioria das organizações existirem recursos financeiros dedicados à área, as dificuldades em relação ao conhecimento técnico sobre Governança de TI e boas práticas de gerenciamento e gestão de serviços de TI sobressai sobre as outras dificuldades.
