Marxian analysis of quota policy in Brazilian public higher education

Resumo: This article presents a theoretical and bibliographic review discussing social and ethnic-racial quotas in Brazilian federal highereducation institutions, based on the historical and dialectical materialism. The study considers the university as an arena of class struggleand raises the question: to what extent does the policy of social and ethnic-racial quotas constitute processes of resistance to fairdistribution and equal bourgeois rights? It is understood that the quota policy emerges and is justified on the assumption that the equalright does not include the black population. This bourgeois pseudo-equality does not consider this population’s historically deniedaccess to socially produced goods and wealth. Therefore, there must be another form of access, which is connected to another form offacing the issue of universality, considering diversity and the need for unequal treatment, since the equal treatment maintains theinequality.

Toma a universidade como arena onde a luta de classes também é travada e questiona: Em que medida a política de cotas sociais e étnico-raciais constitui processos de resistências frente à distribuição justa e ao igual direito burguês? Compreende-se que a política de cotas emerge e justifica-se no pressuposto de que o igual direito não contempla a população negra. Essa pseudoigualdade burguesa não considera o acesso historicamente negado dessa população aos bens e à riqueza socialmente produzida.
