For the de-familization of the social assistance policy in Brazil

Resumo: This article aims to problematize the place and role of the family in the Brazilian social assistance policy. Based on a critical analysis of the content of federal laws, regulations, and guidelines enacted since the 1988 Constitution, we highlight the persistent contradictions in the field of social assistance that, on the one hand, seeks to engender individual autonomy and dignity, but on the other hand, implements actions with a strong focus on the family and its maintenance as the central institution of human sociability. We argue that, throughout the implementation of the policy, one can observe a process of familization, through which the family has become the primary object of social assistance and the vehicle through which the other objectives are implemented. Drawing on feminist theories that propose the abolition of the family, we develop an exercise of imagining an inverse process of de-familization of social assistance policy in Brazil.

A partir de un análisis crítico del contenido de leyes, reglamentos y directrices federales editadas desde la Constitución de 1988, señalamos las contradicciones persistentes en el campo de la asistencia social que, por un lado, se propone a engendrar la autonomía y la dignidad individuales, pero, por otro, implementa acciones con un fuerte enfoque en la familia y en su mantenimiento como institución central de la sociabilidad humana. A lo largo de la implementación de esta política, se observa un proceso de familización, por el cuál la familia se convierte en el objeto prioritario de la asistencia social y en el vehículo a través del cual se implementan sus demás objetivos. A partir de teorías feministas que proponen la abolición de la familia, realizamos un ejercicio de imaginar un proceso inverso de desfamilización de la política de asistencia social en Brasil.Este artigo busca problematizar o lugar e o papel da família na política de assistência social brasileira. A partir da análise crítica de conteúdo de leis, regulamentações e diretrizes federais a partir da Constituição de 1988, apontamos as contradições persistentes no campo da assistência social que, por um lado, propõe-se a engendrar autonomia e dignidade individuais, mas por outro, implementa ações com foco acentuado na família e na sua manutenção como instituição central de sociabilidade humana. Argumentamos que, ao longo da implementação da política, observa-se um processo de familização, por meio do qual a família foi se tornando seu objeto central e o veículo por meio do qual os seus outros objetivos são implementados.
