Parliamentary speeches on the Amazon: about what the Brazilian deputies say

Resumo: | This article analyzes parliamentary discourses on the Brazilian Amazon (2000-2017). The purpose is to examine how the topic was dealt with in the legislative arena, under which perspectives and what arguments are put forward by the deputies. The corpus comprises 2,778 statements,which were categorized into 25 themes, with the aid of NVivo software. The main conclusions show that the value of land as an input for agricultural and livestock production is the predominant argument in the debates, disregarding the international discourse on forestry. The debate isdriven by the agenda of the Executive Branch, especially on the following issues: deforestation, climate, land regularization, preservation areas and indigenous lands. The dominant parliamentary discourse reinforces the anti-ecology thesis of the National Congress, with a clear alignment with the liberal environmental perspective focused on the defense of agribusiness. |

El artículo analiza los discursos parlamentarios sobre la Amazonia brasileña (2000-2017). El objetivo es examinar cómo el tema fue tratado en la arena legislativa, bajo qué perspectivas y qué argumentos son accionados por los diputados. El corpus comprende 2.778 pronunciamientos, que fueron categorizados en 25 temas, con la ayuda del software NVivo. Las principales conclusiones muestran que el valor de la tierra como insumo para la producción agrícola y ganadera es elargumento predominante en los debates, desatando el discurso internacional de recorte forestal.El debate es conducido por la agenda del Poder Ejecutivo, especialmente en lo que se refiere a los siguientes temas: deforestación, clima, regularización agraria, áreas de preservación y tierras indígenas. El discurso parlamentario dominante refuerza la tesis de antiecologismo del Congreso Nacional, con un nítido alineamiento a la perspectiva ambientalista liberal volcada hacia la defensa del agronegócio. Analisa os discursos parlamentares sobre a Amazônia brasileira (2000-2017). O objetivo é examinar como o tema foi tratado na arena legislativa, sob quais perspectivas e que argumentos são acionados pelos deputados. O corpus compreende 2.778 pronunciamentos, que foram categorizados em 25 temas para a análise de conteúdo, com o auxílio do software NVivo. As principais conclusões mostram que o valor da terra como insumo para a produção agrícola e pecuária é o argumento predominante nos debates, destoando do discurso internacional de viés florestal. O debate é conduzido pela agenda do Poder Executivo, especialmente no que se refere aos seguintes temas: desmatamento, clima, regularização fundiária, áreas de preservação e terras indígenas.
