Identification in the legislation of regulation of the law of access to the information in the municipal districts of the metropolitan area of the Great Victory

Resumo: The study of the mediation of information in the municipal legislation allows the identification of the proximity between the citizen and the public administration. Access to information, in order to be fully realized, requires the interested party to understand and appropriate what is available to him. The understanding that access to information is a complex process involving technical processing as a facilitating element for the user. Citizen is a point that needs to be considered for effective communication. This article aims to identify elements of mediation of information in the regulations of the Law of Access to Information in the municipalities of the Greater Vitória metropolitan region, in the State of Espírito Santo. For the qualitative approach, an exploratory and documentary study is used to search institutional websites and analyzes of municipal legislation. The results indicate that although the legislation indicates the right of access to information by the citizen, the appropriation and transformation in knowledge, it goes through the improvement in the measures for the implementation of information mediation.

A compreensão de que o acesso à informação é um processo complexo que envolve o processamento técnico como elemento facilitador para o usuário/Cidadão é um ponto que precisa ser considerado para a efetiva comunicação. Este artigo tem por objetivo identificar elementos de mediação da informação nas legislações de regulamentação da Lei de Acesso à Informação nos municípios da região metropolitana da Grande Vitória, no Estado do Espírito Santo. Para a abordagem qualitativa, de estudo exploratório e documental é utilizado a busca em websites institucionais e análises das legislações municipais.
