Resumo: The disorderly accumulation of documents resulting from the exercise of the activities of public agencies can hinder the functioning of administrative activities, restrict the right of access to information and prevent the full exercise of citizenship. As consequence, it is necessary to develop and implement public archival policies aimed at ensuring quality in the treatment of information produced and accumulated, through record management. The present work investigates, from an exploratory and descriptive case study, based on literature review and non-participant direct observation, the sanctioned legal provisions and the actions taken by the Executive Branch of the State of Bahia in the implementation of document management within the Bahian public administration, as a means to guarantee access to information. As a conclusion, it should be noted that the State of Bahia regulated devices related to record management and carried out important actions. However, for the effective implementation of archival public policies, permanent actions and the commitment of all the servants regarding the regulated and recommended procedures are necessary.

En consecuencia, es necesario desarrollar e implementar políticas públicas de archivo dirigidas a asegurar la calidad en el tratamiento de la información producida y acumulada, a través de la gestión documental. El presente trabajo investiga, a partir de un estudio de caso exploratorio y descriptivo, a partir de una revisión de la literatura y la observación directa no participante, las disposiciones legales sancionadas y las acciones emprendidas por el Poder Ejecutivo del Estado de Bahía en la implementación de la gestión de documentos ámbito de la administración pública bahiana, como medio para garantizar el acceso a la información. Como conclusión, cabe señalar que el Estado de Bahía reguló los dispositivos relacionados con la gestión documental y llevó a cabo acciones importantes. Sin embargo, para la implementación efectiva de las políticas públicas de archivo, es necesaria la acción permanente y el compromiso de todos los servidores con respecto a los procedimientos reglamentados y recomendados.O acúmulo desordenado dos documentos provenientes do exercício das atividades dos órgãos públicos pode dificultar o funcionamento das atividades administrativas, cercear o direito de acesso à informação e impedir o exercício pleno da cidadania. Como consequência, torna-se necessário a elaboração e a implantação de políticas públicas arquivísticas visando garantir a qualidade no tratamento das informações produzidas e acumuladas, por meio da gestão de documentos. O presente trabalho investiga, a partir de um estudo de caso de caráter exploratório e descritivo, com base em revisão da literatura e observação direta não-participante, os dispositivos legais sancionados e as ações realizadas pelo Poder Executivo do Estado da Bahia na implantação da gestão de documentos no âmbito da administração pública baiana, como meio para garantir o acesso à informação. Como conclusão, nota-se que o Estado da Bahia regulamentou dispositivos referentes à gestão de documentos e realizou importantes ações.
