ECA, cultural policies and citizen participation of subjects from 00 to 12 years in Brazil: an analysis on the National Plan of culture and its gaps

Resumo: | This research presents some reflections about the limits related to children’s rights es-tablished in Brazil through the Statute of the Child and Adolescent, which completes 30 years of promulgation. Assuming a perspective of the participatory institutions established through the Constitution of 88, which provide opportunities for direct decision by civil society in determined governance processes, we focus on the cultural rights of individuals from 00 to 12 years old enrolled in the process of elaboration, implementation, monitoring and analysis of the National Culture Plan - PNC, in force in the decade 2010-2020. We problematize the non-inclusion of children in the instances and institutions of civil society participation in the country, even though these tools have multiplied in terms of numbers and the diversity of agents in the last 20 years, and to what extent this non-participation is reflected in the results policies for children within the PNC itself. |

Assumindo uma perspectiva das instituições participativas estabelecidas por meio da Constituição de 88, as quais oportunizam espaços de decisão direta da sociedade civil em processos de governança determinados, focamos nos direitos culturais dos sujeitos de 00 a 12 anos inscritos no processo de elaboração, implementação, acompanhamento e análise do Plano Nacional de Cultura – PNC, vigente no decênio 2010-2020.
