Art, its excluding reason and public policies

Resumo: Aiming to establish a symmetrical approach to Mato Grosso visual productions for the collection of the Visual Virtual MT site, the project Visual Arts in Mato Grosso: collection, diffusion and criticism was faced with some impasses placed by the category "art". In order to de-hierarchize what the West calls the "artefact" (popular production), "artefact" or "prop" (indigenous productions) to preserve the category, we understand the functioning of art as a device of coloniality that sustains a value (Central European and American) production, and subalternates, in different positions, the production of the rest of the world. This hierarchy necessary for the maintenance of the artistic system, as conceived by the West, is guaranteed by an "excluding reasoning". This text addresses two of the various criteria that operate exclusion within the art category. Next, we rehearsed a critique of public policies in Brazil that ends up reproducing some devices of coloniality precisely by not confronting the categories.

Next, we rehearsed a critique of public policies in Brazil that ends up reproducing some devices of coloniality precisely by not confronting the categories.Objetivando estabelecer uma abordagem simétrica das produções visuais de Mato Grosso para constituição do acervo do site Visual Virtual MT, o projeto Artes visuais em Mato Grosso: acervo, difusão e crítica se viu perante alguns impasses colocados pela categoria “arte”.  Ao pretender des-hierarquizar o que o Ocidente, para preservar a categoria, denomina de “artesanato” (produção popular), “artefato” ou “adereço” (produções indígenas), compreendemos o funcionamento da arte como dispositivo de colonialidade que sustenta um valor máximo para a produção ocidental (centro-europeia e estadunidense) e subalterniza, em diferentes posições, a produção do resto-do-mundo. Essa hierarquia necessária à manutenção do sistema artístico, conforme o concebe o Ocidente, é garantida por uma “razão excludente”. Este texto aborda dois dos vários critérios que operam a exclusão no âmbito da categoria arte. Em seguida, ensaiamos uma crítica às políticas públicas no Brasil que acaba reproduzindo alguns dispositivos de colonialidade exatamente pelo não enfrentamento das categorias.
