Processo de inclusão de servidores públicos com deficiência e sua repercussão na saúde ocupacional: um estudo sobre a UFSM

Resumo: | This thesis was elaborated in the Graduate Program in Education, in the research field 03 - Special Education, Inclusion and Difference and aimed to investigate the relationship between the process of inclusion in the world of work and the occupational health of workers with disabilities. Motivated by the author's academic and professional trajectory, the research had as its subjects the employees of the Federal University of Santa Maria, characterized as workers with disabilities. The objectives of the study were to analyze the process of inclusion of public servants with disabilities at UFSM and its impact on occupational health. It also sought to: understand the relationship between the process of inclusion in the world of work and the (de) construction of secondary disability in public servants with disabilities; point out the conditioning factors of the process of inclusion of public servants for (de) construction of secondary disability; verify the possible relations between the secondary disability and the risks of illness of public servants with disabilities; identify the existence of actions aimed at the worker with disabilities and the possible support networks offered by the Institution. Data collection occurred through narrative interviews, conducted with thirteen servers who agreed to participate in the research and with two representatives of the University management. For data analysis, we used the technique of content Analysis. The data originated three categories, based on the most relevant questions and recurrence in the participants' statements. The results presented here indicate that the inclusion process influences the health of workers with disabilities, especially with regard to psychological distress. The onset of secondary disability is related to established patterns, which sometimes govern attitudes, and family and work and community contexts are cited as facilitators of the process. Difficulties include the lack of accessibility, physical and attitudinal, and the need for workers with disabilities to repeatedly assert their ability to perform the work activity to which they are assigned. In this sense, there is a direct relationship between the concepts of secondary disability and capacities. There is also a link between secondary disability and the risk of illness of disabled employees. Even though there is not yet a specific sector to monitor the career of disabled employees, they recognize the institutional effort and point out some existing services as important for the establishment of an inclusion process. In this sense, the data presented here prove that the inclusion process influences the occupational health of workers with disabilities. This influence can be negative or positive, being caused by the work environment, the established relationships, and the environmental, organizational, staff and management conditions. |

Motivada pela trajetória acadêmica e profissional da autora, a pesquisa teve como sujeitos os servidores da Universidade Federal de Santa Maria, caracterizados como trabalhadores com deficiência. Os objetivos do estudo versaram sobre analisar o processo de inclusão de servidores públicos com deficiência da UFSM e a sua repercussão na saúde ocupacional. Também buscou: compreender a relação entre o processo de inclusão no mundo do trabalho e a (des)construção da deficiência secundária em servidores públicos com deficiência; apontar os fatores condicionantes do processo de inclusão do servidor público para (des)construção da deficiência secundária; verificar as possíveis relações entre a deficiência secundária e os riscos de adoecimento dos servidores públicos com deficiência; identificar a existência de ações voltadas ao trabalhador com deficiência e as possíveis redes de suporte ofertadas pela Instituição. A coleta de dados ocorreu por meio de entrevistas narrativas, realizadas com treze servidores que aceitaram participar da pesquisa e com dois representantes da gestão da Universidade. Para análise dos dados utilizou-se a técnica de Análise de Conteúdo. Os dados originaram três categorias, embasadas nas questões de maior relevância e recorrência nas falas dos participantes. Os resultados aqui apresentados apontam que o processo de inclusão influencia a saúde dos trabalhadores com deficiência, sobretudo no que se refere ao sofrimento psíquico. O surgimento da deficiência secundária está relacionado a padrões estabelecidos, que por vezes, regem atitudes, sendo que a família e contextos como o comunitário e de trabalho são citados como facilitadores do processo. Como elementos dificultadores mencionam-se a falta de acessibilidade, física e atitudinal, e a necessidade do trabalhador com deficiência precisar afirmar, variadas vezes, sua capacidade de desempenhar a atividade de trabalho as quais são designados. Neste sentido verifica-se a relação direta entre os conceitos de deficiência secundária e capacitismo. Observa-se também a vinculação entre deficiência secundária e o risco de adoecimento de servidores com deficiência. Mesmo não havendo, ainda, um setor específico para acompanhamento da carreira dos servidores com deficiência, estes reconhecem o esforço institucional e apontam alguns serviços já existentes como importantes para o estabelecimento de um processo de inclusão. Neste sentido, os dados aqui apresentados comprovam que o processo de inclusão influencia a saúde ocupacional de trabalhadores com deficiência.
