Displacement in the child protection context: : What is the practical knowledge of foster families in Quebec?

Resumo: Authors denounce the significant scholarly vacuum surrounding the realities of foster families (FFs) (Boyer & Noel, 2008), and more specifically their own practices (Cébula, 2011, Turbiaux, 2010). This is in spite of the fact that their work relies on a mediation between a number of child protection stakeholders, about which little remains known. Identifying the knowledge at the core of this mediation is highly relevant, both to better understand and recognize the work of FFs, which has struggled to acquire social legitimacy, and to positively influence the displacement process in the youth protection context. This article presents the results of a master’s thesis situated in the current of analysis of professional practices and that set out to pinpoint the practical knowledge of Quebec FFs regarding the displacement of children. To support the qualitative (descriptive and exploratory) methodology, semi-structured interviews were conducted with eight FFs. The results suggest that these families mediate three forms of knowledge during displacement, namely theoretical, technical and experiential knowledge. Modelling this knowledge helps identify four types of intervention specific to FFs: technical, reception-related, ethical and institutional interventions.

Inventariar los saberes en el medio de esta mediación resulta ser muy pertinente,a la vez para entender mejor y reconocer el trabajo de las FA que logran difícilmente ser socialmente legitimadas y para influir positivamente en el proceso de traslado en contexto de protección de la juventud. Este artículo se propone presentar los resultados de una tesis de maestría que se inscribió en la corriente del análisis de las prácticas profesionales y que buscó poner de relieve los saberes prácticos que despliegan las FA quebequenses con relación al traslado de niños. Apoyándose en una metodología cualitativa, de índole descriptiva y exploratoria, se realizaron entrevistas semiestructuradas con ocho FA.Resultados sugieren que éstas apelan a tres formas de saberes durante los traslados: saberes de índole teórica, técnica y experiencial.Una modelización de estos saberes permite identificar cuatro tipos de intervención específicos a las FA:las intervenciones técnicas, de acogida, deontológicas e institucionales.Des auteurs dénoncent le vide scientifique important quant à la réalité des familles d’accueil (FA) (Boyer & Noël, 2008), mais plus spécifiquement sur le plan des pratiques qui leur sont propres (Cébula, 2011; Turbiaux, 2010). Leur travail se réalise pourtant grâce à une médiation entre plusieurs acteurs impliqués au sein de la protection de l’enfance, qui reste encore méconnue. Recenser les savoirs au cœur de cette médiation est fort pertinent, à la fois pour mieux comprendre et reconnaître le travail des FA qui peine à être socialement légitimé et pour influencer positivement le processus de déplacement en contexte de protection de la jeunesse. Cet article vise à présenter les résultats d’une recherche de maîtrise qui s’est inscrit dans le courant de l’analyse des pratiques professionnelles et qui a cherché à dégager les savoirs pratiques que déploient les FA québécoises sur le déplacement d'enfants.Une méthodologie qualitative, de nature descriptive et exploratoire, des entretiens semi-dirigés ont été réalisés auprès de huit FA. Les résultats suggèrent que celles-ci médient trois formes de savoirs lors de déplacement: des savoirs de nature théorique, technique et d’expérience.Une modélisation de ces savoirs permet d’identifier quatre types d’intervention spécifiques aux FA: les interventions techniques, d’accueil, déontologiques et institutionnelles.Alguns autores denunciam o significativo vazio científico em relação à realidade das famílias de acolhimento (FA) (Boyer & Noël, 2008), mas mais especificamente em relação às práticas específicas delas (Cébula, 2011; Turbiaux, 2010). Contudo, o seu trabalho é realizado através de uma mediação entre vários atores envolvidos na proteção da criança, o que ainda é pouco conhecido. A identificação dos conhecimentos no centro desta mediação é altamente relevante, tanto para melhor compreender e reconhecer o trabalho das FA, que se esforçam para ser socialmente legitimadas, como para influenciar positivamente o processo de deslocamento no contexto de proteção infantil. O objetivo deste artigo é apresentar os resultados de um projeto de pesquisa de mestrado que fez parte da análise das práticas profissionais e que procurou identificar os conhecimentos práticos que as FA do Quebec empregam sobre o deslocamento de crianças. Utilizando uma metodologia qualitativa, de natureza descritiva e exploratória, foram realizadas entrevistas semi-estruturadas com oito FA. Os resultados sugerem que eles medeiam três formas de conhecimento sobre deslocamento: conhecimentos de natureza teórica, técnica e experimental.
