Land Reform as a policy of historical reparation for the black population in Brazil

Resumo: This work seeks to build the argument in defense of Agrarian Reform as a historical reparation for the Brazilian black population in the face of three main milestones in the country's history, namely: the Land Law of 1850, which, by instituting private ownership of land, prevents its access to the population that was about to be emancipated; the prohibition of access to public education for the enslaved and even recently freed population and the systematic expulsion from the field that was perpetrated with the civil-military dictatorship and its conservative and violent modernization. The work seeks to show that in order to overcome racism in the country, it is necessary to understand the inseparability of its origin with the agrarian question, therefore, its overcoming also requires overcoming the agrarian question itself. That’s why reparation to the black population trough access to land becomes fundamental.

El trabajo busca mostrar que para la superación del racismo en el país es necesario comprender la inseparabilidad de su origen con la cuestión agraria, por lo tanto, su superación exige también la superación de la propia cuestión agraria. Por eso, la reparación a la población negra por medio del acceso a la tierra se hace fundamental.Este trabalho busca construir a argumentação de defesa da Reforma Agrária enquanto reparação histórica para a população negra brasileira frente a três principais marcos da história do país, a saber: a Lei de Terras de 1850 que ao instituir a propriedade privada da terra impede o seu acesso à população que estava por ser emancipada; a interdição do acesso ao ensino público para a população escravizada e mesmo recém liberta e; a expulsão do campo sistemática que se perpetra com a ditadura cívico-militar e sua modernização conservadora e violenta. O trabalho busca mostrar que para se superar o racismo no país é preciso compreender a indissociabilidade da origem deste com a questão agrária, logo, sua superação requer também a própria superação da questão agrária.
