Federal literacy programs to young and adult people: from the National Educational Plan to the Literate Brazil Program

Resumo: | This paper aims to present some reflections on the federal literacy programs developed for young and adult people, in the last fifty years in Brazil, based on a bibliographic and documental research. In order to do so, it presents a brief history of these programs and evidences their main objectives, strategies and problems. In this analysis, it was considered that the educational methodological proposals to this public would be more successful if some ideas of the Paulo Freire were taken in consideration. This study was based on academic works about literacy of young and adult people and about the literacy programs analyzed, as well as some documents and news from government agencies. It concluded that these federal programs have not achieved their goals mostly because there was discontinuity in the educational public policies and lack of effective commitment from many public managers with the literacy of young and adult people. It was also observed that inadequate strategies were adopted, even when the interaction with Freire’s ideas was planned. |

It was also observed that inadequate strategies were adopted, even when the interaction with Freire’s ideas was planned.Este artigo objetiva apresentar algumas reflexões sobre programas federais de alfabetização de jovens e adultos, desenvolvidos nos últimos cinquenta anos no Brasil, a partir de uma pesquisa bibliográfica e documental. Para tanto, apresenta um breve histórico desses programas e evidencia seus principais objetivos, estratégias e problemas. Considerou-se, na análise, que as propostas metodológicas educacionais voltadas para esse público poderiam ser mais exitosas se ideias de Paulo Freire fossem levadas em conta. O estudo baseou-se em trabalhos sobre a alfabetização de jovens e adultos e sobre os programas de alfabetização analisados, além de documentos e notícias de órgãos governamentais. Concluiu-se que os programas federais em questão não atingiram seus objetivos, em especial, porque houve descontinuidade nas políticas públicas educacionais e falta de efetivo compromisso de muitos gestores públicos com a alfabetização de jovens e adultos. Também foi observada a adoção de estratégias pedagógicas inadequadas, mesmo quando se previa a interação com ideias de Freire.
