Resumo: The article discusses the work of the ombudsman's offices of three IES of the Rio Grande do Sul (Brasil). This study aimed to problematize the implementation and performance of the ombudsman's and the implications generated by the production of new meanings regarding the principle of democratic management of higher education. Through documentary research, whose data were extracted from the portals of the IES, the configuration and functioning of the said in terms of the political character assumed, the implications generated in the democratization of the decisions taken, and the demands it effectively contemplates were analyzed. It is concluded that the implementation and performance of the ombudsman's office modify the sense of democratic management by taking place in the neoliberal political and social-historical context, assuming the connotation of external social control, given the reconfiguration of relations between universities and the communities served.

Este estudio tuvo como objetivo problematizar la implantación y actuación de las defensorías universitarias y las implicaciones generadas por la producción de nuevos significados sobre el principio de gestión democrática de la educación universitaria. A través de una investigación documental, cuyos datos fueron extraídos de los portales de las IES, se analizó la configuración y funcionamiento de ese órgano cuanto al carácter político asumido, las implicaciones generadas en la democratización de las decisiones tomadas y las demandas que efectivamente contempla. Se concluye que la implantación y actuación de las defensorías universitarias modifican el sentido de la gestión democrática al darse en el contexto histórico político y social neoliberal, asumiendo la connotación de control social externo, dada la reconfiguración de las relaciones entre las universidades y las comunidades atendidas.O artigo aborda a atuação das ouvidorias de três IES do Rio Grande do Sul (Brasil). Esse estudo teve como objetivo a problematização da implantação e atuação das ouvidorias e as implicações geradas pela produção de novos sentidos quanto ao princípio de gestão democrática da educação superior. Por meio de uma pesquisa documental, cujos dados foram extraídos dos portais das IES, foi analisada a configuração e o funcionamento do referido órgão em termos do caráter político assumido, as implicações geradas na democratização das decisões tomadas e as demandas que contempla efetivamente.
