Migration to public education: an analysis of the right to education in Paraná in times of Covid-19

Resumo: | The advent of the Covid-19 pandemic brought a huge social and economic crisis, resulting from the measures to control the spread of the virus. In Brazil, the right to education provided for in the Constitution was significantly impaired with the migration of students from the private to the public educational system. The objective of this study is to analyze school census data to evaluate such migration. In order to accomplish the objective, this paper resorts to a quantitative and qualitative analysis, with data obtained from the INEP survey in the state of Paraná from the years 2017 thru 2020, as well as bibliographic and documentary research on the subject. The importance of public education was first identified in the 1824 Constitution and perfected in the Magna Carta of 1988. The study identified a slight increase in applications for public education in the State of Parana in the year 2020, interrupting a downward trend recorded since 2017. It is recommended that the study is deepened to verify the school dropout resulting from the Covid-19 pandemic. |

En Brasil, el derecho a la educación previsto en la Constitución fue significativamente afectado con la mudanza de los alumnos, que salieron de las escuelas particulares hacia las escuelas de la red pública de enseñanza. El objetivo de este estudio es analizar los datos del censo escolar para verificar esa migración. Para cumplir con este objetivo, se realizó un análisis cualitativo y cuantitativo, con datos obtenidos de la encuesta INEP realizada entre los años de 2017 y 2020 en el estado de Paraná, así como una investigación bibliográfica y documental sobre el tema. Se identificó que la educación pública viene siendo construida desde la Constitución de 1824 y se perfeccionó en la Carta Magna de 1988. Todavía, fue identificado un discreto aumento de las matrículas en la red pública de enseñanza de Paraná en 2020, rompiendo una secuencia de bajas desde 2017. Se sugiere un estudio más profundo para verificar la deserción escolar decurrente de la pandemia de Covid-19.O advento da pandemia de Covid-19 trouxe uma enorme crise social e econômica como consequência das medidas de controle de disseminação do vírus. No Brasil, o direito à educação previsto na Constituição foi significantemente afetado com a migração de alunos de escolas particulares para a rede pública de ensino. O objetivo deste estudo é analisar os dados do censo escolar para verificar esta migração. Para cumprir este objetivo, a pesquisa utiliza abordagem quantitativa e qualitativa, com dados obtidos do Consulta Matrículas do INEP no lapso temporal de 2017 a 2020 no estado do Paraná, como também de pesquisa bibliográfica e documental relacionada ao tema. Identificou-se que a obrigatoriedade da educação pública foi construída desde a Constituição de 1824 e aperfeiçoada na Carta Magna de 1988. Outrossim, foi identificado discreto aumento de matrículas na rede pública de ensino paranaense em 2020, quebrando uma sequência de quedas desde 2017.
