Conditions for teaching effectiveness in municipalities in the metropolitan region of Belém in the context of FUNDEB (2007-2015)

Resumo: This study aims to analyze the conditions of effectiveness of teaching in investments in basic education in Ananindeua and Marituba and their conditions of supply and quality in the context of FUNDEB. It is an exploratory research of the financing, educational, offer and quality indicators, based on the method in comparative education that sought to establish relationships between the differences and similarities of the municipalities belonging to the metropolitan region of Belém-Pa. The analysis of the data revealed that neither of the two managed of providing quality basic education, despite the increase in resources through FUNDEB. Which highlights the need for restructuring of the fund’s policy and greater financial contribution from the Union.

Il s’agit d’une enquête exploratoire sur le financement, l’offre educative et les indicateurs da qualité, basée sur la méthode d’éducation compare qui cherchait à établir des relations entre les differences et les similitudes des communes de la region métropolitaine de Belém-Pa. L’analyse des données a révélé qu’aucun des deux n’était parvenu à répondre pleinement aux exigences de fournir une éduction de base de qualité, malgré l’augmentation des ressources grâce au FUNDEB.  Este estudo tem por objetivo analisar as condições de efetividade do ensino em investimentos na educação básica dos municípios de Ananindeua e Marituba e suas condições de oferta e qualidade no contexto do FUNDEB. Trata-se de uma pesquisa exploratória dos indicadores de financiamento, de oferta educacional e de qualidade, a partir do método em educação comparada que procurou estabelecer relações entre as diferenças e semelhanças dos municípios pertencentes à região metropolitana de Belém-Pa. A análise dos dados revelou que, nenhum dos dois conseguiu atender totalmente as demandas de oferta com qualidade da educação básica, apesar do incremento de recursos por meio do FUNDEB.
