Gestão democrática e cultura organizacional na escola pública das Minas Gerais: uma análise no contexto das políticas educacionais dos anos de 1990

Resumo: The present study inserts itself in the Line of Politics and Administration of the Education of the Program of Masters degree in Education of the Federal University of Uberlândia and it has as central theme the democratic administration in the education and their changes in the organizational culture of the mineiras schools in the context of the education politics of the years of 1990. This objective is to analyze the implications in the organizational culture of the school, the mechanisms implemented on behalf of the democratization of the administration of the public school, especially the school directors' election, the school collegiate and the political-pedagogic project, in the context of the education politics of Minas Gerais in the years of 1990. This intends to analyze still as those mechanisms have been interfering in the organizational culture of the state public school, with base in the perception of the subjects that they build that school, in the daily of their practices, relationships and interactions. In that sense, it was looked for to apprehend the outlines that have been assuming some elements of the invisibility area and of the area of visibility of the organizational culture of the school and the relationship among the endogenous and exogenous factors that contribute to the production of that culture, front to the mechanisms of democratization of the school administration highlighted above. As for the methodological aspect, this study is of stamp investigative and it inserts itself in the field of the qualitative research, for believing that the transport of the research in that methodological field makes possible the researcher to build a more global and articulate vision of the investigated object and it relationship with the sociocultural, political and economical aspects. The investigated school organization is part of the state public net of teaching placed in the municipal district of Uberlândia-MG and it assists to the fundamental and medium levels of education. The choice of such an organization took into account the largest time of implementation of the mechanisms of democratization of the school administration. In the data collection process, the used instrument was the semi-structured interview. The studies in the field of the organizational culture evidence that an important dimension to be considered in the analyses on the school organization of work refers to the dimensions don't form the structure of the school. What that the school is, their guidelines, its operation dynamics, it s not just put by the norms and rules that give them sustentation, but also for the values, faiths and ideologies that permeate the performance of the subjects that they participate in it. It was evidenced, also, that for an appropriate understanding of the school work, although the analysis of aspects is privileged more directly linked to the school organization, it is necessary to have present that that organization is defined conditioned by the factors exogenous that they permeate the school. The studies on the organizational culture of the school make possible to apprehend the identity of the school, however without taking it in an isolated way, once it appears for the articulation among that identity and the partner-historical conditioner that engender the school organization.

Seu objetivo é analisar as implicações na cultura organizacional da escola, os mecanismos implementados em nome da democratização da gestão da escola pública, especialmente a eleição de diretores escolares, o colegiado escolar e o projeto político-pedagógico, no contexto das políticas educacionais de Minas Gerais nos anos de 1990. Pretende-se analisar ainda como esses mecanismos têm interferido na cultura organizacional da escola pública estadual, com base na percepção dos sujeitos que constroem essa escola, no cotidiano de suas práticas, relações e interações. Nesse sentido, buscou-se apreender os contornos que têm assumido alguns elementos da zona de invisibilidade e da zona de visibilidade da cultura organizacional da escola e a relação entre os fatores endógenos e exógenos que contribuem para a produção dessa cultura, frente aos mecanismos de democratização da gestão escolar destacados acima. Quanto ao aspecto metodológico, este estudo é de cunho investigativo e se insere no campo da pesquisa qualitativa, por acreditar que a condução da pesquisa nesse campo metodológico possibilita ao pesquisador construir uma visão mais global e articulada do objeto investigado e sua relação com os aspectos socioculturais, políticos e econômicos. A organização escolar investigada faz parte da rede pública estadual de ensino situada no município de Uberlândia-MG e atende aos níveis de ensino fundamental e médio. A escolha de tal organização levou em consideração o maior tempo de implementação dos mecanismos de democratização da gestão escolar. No processo de coleta de dados, o instrumento utilizado foi a entrevista semi-estruturada. Os estudos no campo da cultura organizacional evidenciam que uma dimensão importante a ser considerada nas análises sobre a organização do trabalho escolar refere-se às dimensões não formais da estrutura da escola. Aquilo que a escola é, suas diretrizes, sua dinâmica de funcionamento, não está posto apenas pelas normas e regras que lhes dão sustentação, mas também pelos valores, crenças e ideologias que permeiam a atuação dos sujeitos que dela participam. Ficou evidenciado, também, que para uma adequada compreensão do trabalho escolar, ainda que se privilegie a análise de aspectos mais diretamente vinculados à organização escolar, é preciso ter presente que essa organização se define condicionada pelos fatores exógenos que permeiam a escola.
