Perception of street agents on the translation of public policy regulations: a look at the implementation of social assistance services

Resumo: Research objective: The article analyzes the implementation of the Service of Protection and Comprehensive Care to the Family (PAIF), within the scope of social assistance policy, from the perceptions of street-level bureaucrats of two Reference Centers for Social Assistance (CRAS) of the same territory in Belo Horizonte. Theoretical framework: The research was conducted by reviewing concepts present in the literature on public policy implementation and street-level bureaucracy. Methodology: This is a qualitative research, with documentary research and semi-structured interviews, analyzed using the content analysis method. Results: The research showed that there is consensus about the goals of the PAIF and disagreement about the means employed to operationalize them. The analyses realized showed that regulations are not enough to guide the delivery of a policy with low programmability. In this way, the street-level bureaucrat becomes, itself, the main intervention technology of Social Assistance. Moreover, evidence was provided that the relational dimension affects the performance of technicians and service users, characterizing the high interaction between them in the operationalization of the service. Originality: The study aimed to address in an integrated manner theoretical perspectives for understanding the role of street-level bureaucracy in the provision of a social welfare service. Theoretical and practical contributions: Understanding the particularities of the case analyzed can contribute to comprehend the bureaucracy that has a direct interface with the population, helping to improve the social welfare policy.

Marco teórico: La investigación se llevó a cabo a partir de la revisión de conceptos presentes en la literatura sobre la aplicación de políticas públicas y la burocracia a nivel de calle. Metodología: Se trata de una investigación cualitativa, con investigación documental y entrevistas semiestructuradas, analizadas mediante el método de análisis de contenido. Resultados: La investigación demostró que existe un consenso sobre los objetivos del PAIF y un desacuerdo sobre los medios utilizados para ponerlos en práctica. Los análisis realizados mostraron que la normativa no es suficiente para orientar la aplicación de una política con poca programabilidad. Así, el burócrata de calle se constituye en la principal tecnología de intervención de la Asistencia Social. Además, se ha demostrado que la dimensión relacional afecta a la actuación de los técnicos y de los usuarios del servicio, caracterizando la alta interacción entre ellos en la operacionalización del servicio. Originalidad: El estudio pretendía abordar de forma integrada las perspectivas teóricas para comprender el papel de la burocracia de calle en la prestación de un servicio de asistencia social. Aportes teóricos y prácticos: La conocimiento de las particularidades del caso analizado puede contribuir a la comprensión de la burocracia que tiene una interfaz directa con la población, ayudando a mejorar la política de asistencia social.Objetivo da pesquisa: O artigo analisa a implementação do Serviço de Proteção e Atendimento Integral à Família (PAIF), no âmbito da política de assistência social, a partir das percepeções de burocratas de nível de rua de dois Centros de Referência de Assistência Social (CRAS) de um mesmo território em Belo Horizonte. Enquadramento teórico: A pesquisa foi realizada a partir da revisão de conceitos presentes na literatura sobre implementação de políticas públicas e burocracia de nível de rua. Metodologia: Trata-se de pesquisa de natureza qualitativa, com realização de pesquisa documental e entrevistas semiestruturadas, analisadas por meio do método da análise de conteúdo. Resultados: A pesquisa demonstrou haver consensos a respeito dos objetivos do PAIF e divergências quanto aos meios empregados para operacionalizá-los. As análises empreendidas mostraram que as normativas não bastam para orientar a entrega de uma política com baixa programabilidade. Dessa forma, o burocrata de nível de rua se constitui, ele mesmo, na principal tecnologia de intervenção da Assistência Social. Além disso, forneceram-se indícios de que a dimensão relacional afeta a atuação dos técnicos e usuários dos serviços, caracterizando a alta interação entre eles na operacionalização do serviço. Originalidade: O estudo buscou abordar de forma integrada perspectivas teóricas para a compreensão do papel da burocracia de nível de rua na provisão de um serviço socioassistencial.
