Brazilian Public Administration in the XXI Century: did we advance to any reform?

This paper made a reflection of the reforms influence that had undertaken in Brazil during the government of Luiz Inácio Lula da Silva and Dilma Vana Rousseff. The aim is to analyze how the public sector reforms that took place in the country throughout the twentieth century were inserted in both government. It also sought to understand what was the government view in terms of building a societal public administration. The theoretical framework was built from the three public sector reforms experienced in the country: 1930, 1967 and 1995. Then the news published with the term "reform" on the website of the Ministério do Planejamento, Orçamento e Gestão were analyzed. The thematic analysis was used for addressing the data. In Lula government particularly, there were progress toward civil population participation in the federal government decisions, but that still require improvements.
