Políticas públicas em educação superior no Brasil: análise do Exame Nacional de Desempenho dos Estudantes ENADE - na perspectiva do modelo do ciclo político

Resumo: | This research aims to analyze the policy cycle of ENADE as an instrument of higher education assessment and guidance for managers of undergraduate programs and higher education institutions evaluated. The research initially employed methods of literature review and analysis of documents. Secondary data were achieved through the use of scientific articles, websites, books, journals and theses and dissertations on the subject. A content analysis was carried out, the categories were predetermined and the following elements of each phase of the Policy Cycle proposed by Caldas (2008) and Jannuzzi (2011) were selected: definition of the agenda; policy formulation; decision-making process; implementation and assessment. Primary and secondary data were used in data collection. Primary data were obtained from a questionnaire and interviews applied to four different groups: policymakers; members of the National Committee of Higher Education Assessment; coordinators of undergraduate programs of the Universidade Federal de Viçosa that have already been assessed by the ENADE and the Deans of Undergraduate Programs of four (4) Federal Institutions of Higher Education of Minas Gerais: Universidade Federal de Juiz de Fora, Universidade Federal de Minas Gerais, Universidade Federal de Viçosa and Universidade Federal dos Vales do Jequitinhonha e Mucuri. At this point, the study case method was used. As a result, it was observed that, although the original proposal did not mention it, the reasons that led to the creation of ENADE were the need to reformulate the processes, tools and policies for Higher Education evaluation and regulation; the demand for quality control in higher education by society in general and the problems encountered in the ENC/Provão, the evaluation system used before ENADE implementation. ENADE was created to be part of a higher education evaluation system, as one of the assessment tools. However, it has been central in the evaluation process, similarly to the Provão. Operational problems, as well as the form of its framing, affected the implementation of ENADE. It was concluded that the results of ENADE provide various types of data that can be sorted per institutions of higher education, administrative category, academic organization, geographic region, mode of teaching, etc. These data allow university administrators to define actions aimed at improving the quality of the programs. It was further concluded that ENADE central role in the evaluation processes should be questioned. It is necessary to analyze the whole assessment system, considering not only student performance, but other assessment tools. |

A pesquisa, inicialmente, empregou métodos de análise bibliográfica e documental e, para constituição dos dados secundários, utilizou artigos científicos, sites, livros, periódicos, teses e dissertações sobre o assunto. Foi realizada a análise de conteúdo, sendo predeterminadas as categorias e selecionados os elementos de cada fase do ciclo político proposto tanto por Caldas (2008) quanto por Jannuzzi (2011): elaboração de agenda, formulação de política, processo de tomada de decisão, implementação e avaliação. Para a coleta de dados, foram utilizados dados primários e secundários. Os dados primários foram obtidos por meio de entrevista e questionário aplicado a quatro grupos distintos: (1) formuladores da política; (2) membros da Comissão Nacional de Avaliação da Educação Superior; (3) coordenadores de cursos de graduação da Universidade Federal de Viçosa participantes de alguma edição do ENADE e (4) Pró-Reitores de Graduação de quatro Instituições Federais de Ensino Superior mineiras - Universidade Federal de Juiz de Fora, Universidade Federal de Minas Gerais, Universidade Federal de Viçosa e Universidade Federal dos Vales do Jequitinhonha e Mucuri. Nessa situação, foi utilizado o método do estudo de caso. Como resultado, observou-se que, embora não constasse da proposta inicial, os motivos que levaram à criação do ENADE foram a necessidade de reformulação de processos, instrumentos e políticas de avaliação e de regulação da educação superior; a exigência de controle de qualidade do ensino superior por parte da sociedade em geral; e os problemas encontrados no ENC/Provão existente antes do Exame. O ENADE foi formulado com o objetivo de ser um dos instrumentos do sistema de avaliação da educação superior, o que de fato não tem acontecido, pois ganhou centralidade no processo avaliativo nos moldes do antigo Provão. Observa-se ainda que tanto problemas operacionais quanto a forma de concepção influenciaram a sua implementação. Concluiu-se que os resultados do ENADE produzem vários tipos de dados que podem ser classificados pelas instituições de educação superior por categoria administrativa, organização acadêmica, região geográfica, modalidade de ensino, dentre outras. Esses dados permitem a definição de ações voltadas para a melhoria da qualidade dos cursos por parte dos gestores universitários. Conclui-se, ainda, que a centralidade do ENADE nos processos avaliativos deve ser questionada.
