The Política Nacional de Assistência Técnica e Extensão Rural PNATER (The National Policy for Technical Assistance and Rural Extension), as well as the Law n. 12188 of January 11, 2010, known as the Ater law (Assistência Técnica e Extensão Rural Technical Assistance and Rural Extension), are the result of a participatory process of intense discussions among representatives of social movements and union organizations, Non-Governmental Organizations (NGOs), and institutions of technical and Rural Extension and its representations. Both are proposing changes in technical assistance and rural extension, as the adoption of agriculture on ecological basis and participatory methodologies as referential for agents actions responsible for this service, aiming to result in a break up with past diffusionist practice and generate a "new rural extension". In this context, this work is based on that the extensionist, seeking to put into practice the guiding principles of PNATER, must have knowledge about their action fields in order to qualify their practice. It is also needed to have institutional support (resources and legitimacy conferred by Ater organization to the policy) to accomplish the PNATER guidelines in their daily activities. This work is an investigation on this scenario facing a specific reality, the local office of Empresa de Assistência Técnica e Extensão Rural do Estado de Minas Gerais EMATER (Company for Technical Assistance and Rural Extension of the State of Minas Gerais), of Muriaé municipality, Minas Gerais State (MG), Brazil. It aimed to analyze the resources routine and the conditions for PNATER's effectiveness from its team perception, considering the educational/dialogical and ecological perspective. As methodology, literature review was used to support a description of the EMATER-MG performance in Muriaé municipality-MG, as well as to family farming present in this municipality. This description joined the testimonies of extensionists allowing an analysis of the local office s trajectory; other data were obtained through questionnaires, document analysis, participant observation, and the application of a participatory dynamic under the focus group technique. Thus, it was found that the presence of The National Policy for Technical Assistance and Rural Extension in the local office routine of EMATER/Muriaé is insignificant, and that it is not close to be carried out. The extensionist team know that changes are happening and not refuse to conform to them, and say the reality in the proposal document will be possible only through greater investment in training programs, structuring local offices, and the expansion of staff.
