Capacitation of ATER agents: training processes in agroecology in the Southeast of Brazil

Resumo: | This article aims to bring reflections on the training of professionals in the field of agroecology to work in the Technical Assistance and Rural Extension (ATER) services based on a new socio-technical perspective. For this, field research was carried out between the years 2016 to 2018 focusing on professionals linked to public institutions and social organizations working in the provision of ATER services in the states of the Southeast Region of Brazil (Rio de Janeiro, Espírito Santo, Minas Gerais and São Paulo). The authors resort to a debate on Rural Extension and its connections with the transition to agroecology as one of its fundamental principles, incorporated into the National Policy for Technical Assistance and Rural Extension (PNATER) even though relativized by Law 12.188 / 2010, which adopted the term ecologically based agriculture to replace agroecological bias. The results achieved through the different training strategies implemented in the studied region are presented and discussed in detail. Regarding the training of Ater agents in the context of Agroecology, it was observed that this framework is treated as a scientific, lively, interactive and challenged approach, which seeks to recognize in its protagonists, especially in family farmers and their organizations, an important role for the rural development of the Brazilian countryside. |

Para ello, se realizó una investigación de campo entre los años 2016 a 2018 con profesionales vinculados a instituciones públicas y organizaciones sociales que trabajan en la prestación de servicios ATER en los estados de la Región Sudeste de Brasil (Rio de Janeiro, Espírito Santo, Minas Gerais Gerais y São Paulo). Los autores recurren a un debate sobre la Extensión Rural y sus conexiones con la transición a la agroecología, como uno de sus principios fundamentales, incorporado a la Política Nacional de Asistencia Técnica y Extensión Rural (PNATER), aunque relativizado por la Ley 12.188 / 2010, que aprobó el término agricultura de base ecológica para reemplazar el sesgo agroecológico. Se presentan y discuten en detalle los resultados obtenidos a través de las diferentes estrategias de capacitación implementadas en la región estudiada. En cuanto a la formación de agentes Ater en el contexto de la Agroecología, se observó que este marco es tratado como un enfoque científico, vivo, interactivo y desafiado, que busca reconocer en sus protagonistas, especialmente en los agricultores familiares y sus organizaciones, un rol importante para el desarrollo rural del campo brasileño.Este artigo tem por objetivo trazer reflexões sobre a formação de profissionais no campo da agroecologia para trabalhar nos serviços de Assistência Técnica e Extensão Rural (ATER) com base em uma nova perspectiva sociotécnica. Para isso, foi realizada uma pesquisa de campo entre os anos de 2016 a 2018 junto a profissionais vinculados a instituições públicas e organizações sociais com atuação na prestação de serviços de ATER nos estados da Região Sudestes do Brasil (Rio de Janeiro, Espírito Santo, Minas Gerais e São Paulo). Os autores recorrem a um debate sobre Extensão Rural e suas conexões com a transição para a agroecologia, como um de seus princípios fundamentais, incorporado à Política Nacional de Assistência Técnica e Extensão Rural (PNATER), ainda que relativizado pela Lei 12.188/2010, que adotou o termo agricultura de base ecológica em substituição ao viés agroecológico. Os resultados alcançados através das diferentes estratégias de formação implementadas na região estudada são apresentados e discutidos em detalhe. No que tange à formação de agentes de Ater no âmbito da Agroecologia, observou-se que este referencial é tratado como uma abordagem científica, viva, interativa e interpelada, que busca reconhecer em seus protagonistas, sobretudo em agricultores familiares e suas organizações, um papel importante para o desenvolvimento rural do campo brasileiro.
