Resumo: The investigation aimed to identify and analyze indicative of social policies in speeches made by the President of the Republic in the initial period of the pandemic in Brazil. The problems are: what are the duties of a president in the face of the pandemic caused by COVID-19? Do the speeches of the president of Brazil demonstrate which typology(ies) of public policies? In methodological terms, there were used official speeches by the President of the Republic of Brazil, legislation and reports from Brazilian and worldwide media. The results demonstrate that the managerial State and contempt for science contribute to the spread of the pandemic and the high number of deaths in Brazil. Education was hampered.

Education was hampered.La investigación tuvo como objetivo identificar y analizar indicativos de políticas sociales en los discursos pronunciados por el Presidente de la República en el período inicial de la pandemia en Brasil. Los problemas son: ¿cuáles son los deberes de un presidente ante la pandemia provocada por el COVID-19? ¿Los discursos del presidente de Brasil demuestran cuál/qué tipología(s) de políticas públicas? En términos metodológicos, se utilizaron los discursos oficiales del Presidente de la República de Brasil, la legislación y los informes de los medios de comunicación brasileños y mundiales. Los resultados demuestran que el Estado gerencial y el desprecio por la ciencia contribuyen a la propagación de la pandemia y el alto número de muertes en Brasil. La educación se vio obstaculizada.A investigação objetivou identificar e analisar indicativos de políticas sociais em discursos proferidos pelo Presidente da República no período inicial da pandemia no Brasil. As problematizações são: quais as atribuições de um presidente diante da pandemia ocasionada pela COVID-19? Os discursos do presidente do Brasil demonstram qual/quais tipologia(s) de políticas públicas? Em termos metodológicos, foram utilizados discursos oficiais do Presidente da República do Brasil, legislações e reportagens de mídias brasileiras e mundiais. Os resultados demonstram que o Estado gerencial e o desprezo pela ciência contribuem para a disseminação da pandemia e o elevado número de mortos no Brasil.
