The Post-Pandemic World: the new normal of the neoliberalism and the role of the State

Resumo: | Although the pandemic has lost momentum in practically all countries and lethality has been greatly reduced due to the advent of vaccines, its effects on social life tend to be profound and extensive. The most important of all is the role of the State in the health area and its ability to carry out counter-cyclical actions to mitigate the economic consequences of the spread of the virus. The liberal consensus of the supposed supremacy of the market over public power fell apart during 2020-21, when several governments made huge expenditures that prevented the crisis from running amok. Even so, social relations, work organization and urban space, in particular, can also undergo qualitative changes. The present article seeks to discuss these and other questions about a possible "new normal" at the global level. |

El principal es el papel del Estado en las áreas de salud y su capacidad para realizar acciones contracíclicas para mitigar las consecuencias económicas de la propagación del virus. El consenso liberal de la supuesta supremacía del mercado sobre el poder público se desmoronó durante 2020-21, cuando varios gobiernos realizaron cuantiosos gastos que impediran que la crisis se descontrolara. Aun así, las relaciones sociales, la organización del trabajo y el espacio urbano, en particular, también pueden sufrir cambios cualitativos. El artículo busca discutir estas y otras interrogantes sobre una posible nueva normalidad a nivel global.Embora a pandemia tenha perdido impulso em praticamente todos os países e a letalidade tenha se reduzido muito, em função do advento das vacinas, seus efeitos na vida social tendem a ser profundos e extensos. O principal deles está no papel do Estado nas áreas de saúde e sua capacidade de realizar ações anticíclicas para mitigar as decorrências econômicas da difusão do vírus. O consenso liberal de uma suposta supremacia do mercado sobre o poder público caiu por terra ao longo de 2020-21, quando vários governos realizaram vultosos gastos que impediram que a crise saísse do controle. Mesmo assim, as relações sociais, a organização do trabalho e o espaço urbano, em especial, podem também sofrer mudanças qualitativas.
