Recent transformations in the international economic plan:: a parallel analysis of the rise of the Asian “giant” and Latin American stagnation

Resumo: The present article is a historical, parallel study of the paths and choices for the economies that pay the doses of the international economy: the Chinese and the Latin American. The historical cut runs essentially through the 1970s and 1990s, seeking to elucidate geopolitical transformations and the actions of this era. As a method of analysis, a three-dimensional view of the facts underlying the status quo of the international economic plan is sought. First, the international is explored, with an emphasis on the reaffirmation of US hegemony; Then, the argument is directed to the developmental patterns adopted by the Chinese government; Finally, we review the progress of liberal policies and the international economy in Latin America. It was verified, therefore, that the different historical magazines, ruled by divergent models of economic terms, collaborated to the allocation of the two regions in different places within the hierarchy of world power.

El corte histórico recorre, fundamentalmente, las décadas de 1970 y 1990, buscando dilucidar las transformaciones geopolíticas y económicas ocurridas en ese período. Como método de análisis, se intenta construir una visión tridimensional de los hechos que sustentaron el statu quo del plan económico internacional. Primero se explora el contexto internacional, con énfasis en la reafirmación de la hegemonía norteamericana; luego, el argumento se dirige hacia las políticas de desarrollo adoptadas por el gobierno chino; y finalmente, se revisa el avance de las políticas liberales y la lucha por la estabilización económica en América Latina. Se encontró, por tanto, que las diferentes trayectorias históricas, regidas por modelos divergentes de políticas económicas, colaboraron significativamente en la asignación de las dos regiones en diferentes lugares dentro de la jerarquía del poder mundial.O presente artigo propõe um estudo histórico, paralelo, dos caminhos trilhados por duas economias que possuem funções diferentes na dinâmica da economia internacional: a chinesa e a latino-americana. O corte histórico perpassa, essencialmente, os anos 1970 e 1990, procurando elucidar as transformações geopolíticas e econômicas ocorridas nesse período. Como método de análise, procura-se construir uma visão tridimensional dos fatos que fundamentaram o status quo do plano econômico internacional. Explora-se primeiro, o contexto internacional, dando-se ênfase à reafirmação da hegemonia norte-americana; depois a argumentação é direcionada para as políticas desenvolvimentistas adotadas pelo governo chinês; e por último, revisita-se o avanço das políticas liberais e a luta pela estabilização econômica na América Latina.
