Trends and changes in political-institutional responses to emblematic cases of police lethality against black people: reconstructing the role of social mobilization (1992-2020)

Resumo: | This paper is a product of an interdisciplinary and collective research that sought to reconstruct institutional responses to eight emblematic cases of police lethality against black people in between 1992 and 2020. “Emblematic” here means that the cases had significant repercussions in the Brazilian public debate. The article discusses the role of social mobilization in provoking political authorities to react after episodes of lethal racial violence. It highlights activism by mothers and family members of victims and by black social movements. It also analyzes how the institutional lexicon applied to police lethality against black people has changed over the period. The methodology combines media surveys and semi-structured interviews with key actors. |

El presente trabajo es uno de los productos de una investigación interdisciplinar y colectiva que buscó reconstruir las respuestas institucionales dadas a ocho casos emblemáticos de letalidad policial contra personas negras ocurridos entre 1992 y 2020. “Emblemáticos” aquí significa que los casos tuvieron repercusiones significativas en el debate público brasileño. El artículo discute el papel de la movilización social en la obtención de reacciones del poder político frente a episodios de violencia racial letal. Destaca el activismo del movimiento de madres y familiares de víctimas de violencia y del movimiento negro. También analiza cómo cambió a lo largo del período el léxico institucional aplicado a letalidad policial contra personas negras. La metodología combina encuestas de medios de comunicación y entrevistas semiestructuradas con atores clave. Este trabalho é um dos produtos de uma pesquisa interdisciplinar e coletiva que buscou reconstruir as respostas institucionais dadas a oito casos emblemáticos de letalidade policial contra pessoas negras ocorridos entre 1992 e 2020. “Emblemáticos” aqui significa que os casos tiveram repercussão significativa no debate público brasileiro. O artigo discute o papel da mobilização social em suscitar reações do poder político frente a episódios de violência racial letal. Destaca o ativismo do movimento de mães e familiares de vítimas da violência e do movimento negro. Analisa, ainda, como o léxico institucional aplicado à letalidade policial contra pessoas negras mudou ao longo do período. A metodologia combina levantamentos midiáticos e entrevistas semiestruturadas com atores-chave.
