Indicators for evaluating municipal pharmaceutical services: A look at the amazon region

Resumo: This manuscript describes the stages of adaptation and validation of indicators for the evaluation of municipal Pharmaceutical Services focused on the Amazon region. After adaptation, the indicators underwent content validation in two stages: consultation with experts and virtual consensus workshop. Representatives from two municipalities in the state of Pará, from the 9th Region of Health of the State, educational institutions in the region and researchers in the area participated. Adaptations were made regarding the context, updating of the legislation and synthesis of some points to increase the clarity of the analyses. The inclusion of riverside and river health units in the object of study stands out; in the logistical indicators, the verification of adaptations in the programming and acquisition of medicines considering the distances and seasonal seasons of the territories, and differences in the distribution between the units of urban, rural and riverside areas. In addition, it included an indicator that assesses the existence of health actions related to the traditional practices of the population. Discussions at the workshop guided the importance of contemplating the impact of the Amazon factor on the logistics and accessibility of Pharmaceutical Services in the region. Considering the context of the Amazon municipalities in evaluations indicates the recognition of their particularities, and allows adequate analyzes to subsidize the planning of actions aimed at overcoming the weaknesses of the region.

Los indicadores pasaron por una validación de contenido en dos etapas: consulta a expertos y taller virtual de consenso. Participaron representantes de dos municipios del estado de Pará, de la 9ª Región de Salud del Estado, instituciones educativas de la región e investigadores del área. Se realizaron adaptaciones en cuanto al contexto, actualización de la legislación y síntesis de algunos puntos para aumentar la claridad de los análisis. Se destaca la inclusión de las unidades de salud ribereñas y fluviales en el objeto de estudio; en indicadores logísticos, la verificación de adecuaciones en la programación y adquisición de medicamentos considerando distancias y temporadas, y diferencias en la distribución entre unidades en zonas urbanas, rurales y ribereñas. Además, incluyó un indicador que evalúa la existencia de acciones de salud relacionadas con las prácticas tradicionales de la población. Las discusiones del taller orientaron la importancia de contemplar el impacto del factor Amazonía en la logística y accesibilidad de la Asistencia Farmacéutica. La consideración del contexto de los municipios amazónicos en las evaluaciones indica el reconocimiento de sus particularidades, y permite análisis adecuados para subsidiar la planificación de acciones encaminadas a la superación de las debilidades de la región.Esse manuscrito descreve as etapas de adaptação e validação de indicadores para avaliação da Assistência Farmacêutica municipal na região amazônica. Considerar o contexto dos municípios em avaliações indica o reconhecimento de suas particularidades aumentando a consistência e legitimidade da avaliação. Os indicadores passaram validação de conteúdo em duas etapas: consulta aos especialistas e oficina de consenso. Participaram representantes de dois municípios do estado do Pará, da 9°Regional de Saúde do Estado, instituições formadoras da região e pesquisadores da área. Foram feitas adaptações quanto ao contexto, atualização da legislação e síntese de alguns pontos para aumentar a clareza das análises. Destaca-se a inclusão das unidades de saúde ribeirinhas e fluviais no objeto de estudo; nos indicadores logísticos, a verificação de adequações na programação e aquisição de medicamentos considerando as distâncias e estações sazonais, e diferenças na distribuição entre as unidades de áreas urbanas, rurais e ribeirinhas. Além disso, incluiu um indicador que avalia a existência de ações de saúde relacionadas às práticas tradicionais da população. As discussões na oficina pautaram a importância de contemplar o impacto do fator amazônico na logística e acessibilidade da Assistência Farmacêutica.
