Resumo: | The urban mobility in the main cities became a constant concern to all the public managers and an increasingly urgent demand from the people. The right of come and go also depends on a good public transport system based on mobility, efficiency and efficacy. The Almirante Henrique Sabóia Avenue (Highway) between Papicu Bus Terminal and Governador Raul Barbosa Avenue had been through many infrastructure works expected in the Urban Mobility Plan of Fortaleza. The main objective of this article was to analyze the mobility, efficiency and efficacy for the highway through a data survey and information available on the internet. It was found an improvement about mobility, more options for transportation with an accessible fare. Efficiency and efficacy are still to be desired, waiting times and safety are factors that keep the user away from the transportation system. It was possible to conclude that the highway has evolved in the parameters of mobility. Public managers are investing in works that make a difference for the population, but there is still much to improve. |

El derecho de los ciudadanos a ir y venir depende también de un buen sistema de transporte público, basado en la movilidad, la eficiencia y la eficacia de los modos. La Avenida Almirante Henrique Sabóia (Via Expressa) ubicada entre el Terminal do Papicu y la Avenida Governador Raul Barbosa, fue objeto de varias obras de infraestructura previstas en el Plan de Movilidad Urbana de Fortaleza. El objetivo de este trabajo fue analizar la movilidad, eficiencia y eficacia de este tramo tras las obras mediante un levantamiento de datos e información disponible en el medio digital. Hubo una mejora en términos de movilidad en el sitio, más opciones de transporte a precios asequibles. La eficiencia y la eficacia son todavía deseables, el tiempo de espera y la seguridad son factores que dificulta el acceso de los usuarios al sistema de transporte. Se concluyo que el tramo ha evolucionado en los parámetros de movilidad, los gestores públicos están invirtiendo en obras que marcan la diferencia para la población, pero aún queda mucho por mejorar.A mobilidade urbana nos grandes centros tornou-se uma preocupação constante para os gestores públicos e uma demanda cada vez mais urgente da população. O direito de ir e vir do cidadão depende, também, de um bom sistema público de transporte, que se baseie em mobilidade, eficiência e eficácia dos modos. A Avenida Almirante Henrique Sabóia (Via Expressa) entre o Terminal do Papicu e a Avenida Governador Raul Barbosa, passou por diversas obras de infraestrutura previstas no Plano de Mobilidade Urbana de Fortaleza. O objetivo deste trabalho foi analisar a mobilidade, eficiência e eficácia deste trecho após as obras através de um levantamento de dados e informações disponíveis no meio digital. Verificou-se uma melhora no que diz respeito a mobilidade no local, mais opções de transporte com tarifas acessíveis. Já a eficiência e eficácia são ainda insuficientes, o tempo de espera e a segurança são fatores que afastam o usuário do sistema de transporte.
