The urban mobility in the main cities became a constant concern to all the public managers and an increasingly urgent demand from the people. The right of come and go also depends on a good public transport system based on mobility, efficiency and efficacy. The Almirante Henrique Sabóia Avenue (Highway) between Papicu Bus Terminal and Governador Raul Barbosa Avenue had been through many infrastructure works expected in the Urban Mobility Plan of Fortaleza. The main objective of this article was to analyze the mobility, efficiency and efficacy for the highway through a data survey and information available on the internet. It was found an improvement about mobility, more options for transportation with an accessible fare. Efficiency and efficacy are still to be desired, waiting times and safety are factors that keep the user away from the transportation system. It was possible to conclude that the highway has evolved in the parameters of mobility. Public managers are investing in works that make a difference for the population, but there is still much to improve.
